Summary

This position is located in the U.S. Department of the Treasury, Office of the Assistant Secretary for Management (ASM), Office of CARES Operations (OCO), Asset Management. The purpose of OCO is to provide asset management, compliance monitoring, audit and risk management, post-assistance reporting, and internal controls regarding financial assistance provided by the Treasury under CARES.

Responsibilities

The following are the duties of this position at the GS-14 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Responsible for monitoring assets held by the US Treasury under the CARES Act sections 4003 and 4112, and other future asset programs; works closely with the Supervisory Loan Specialists and other members of OCO in managing CARES Act assets.
- Assist the Supervisory Loan Specialists in conducting sector and company level research; create and maintain financial models; ensure compliance with CARES Act and loan agreements; coordinate with OCO Data and Reporting and OCO Risk/Oversight teams; and produce reports and presentations.
- Create and maintain expertise in CARES Act requirements for issuers of loans and other financial instruments held by Treasury under CARES Act sections 4003 and 4112
- Provide analytical assistance regarding assets held throughout OCO and Department of the Treasury, as necessary, using spreadsheets, written reports and presentations.
- Review, analyze and interpret individual loan agreements in order to assist in compliance monitoring.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
- Coordinating financial operations, including: monitoring the execution of financial transactions, issuing official guidance, transaction reporting and reconciliation; AND
- Providing asset management, compliance monitoring, audit and risk management of a grant, loan or act program; AND
- Conducting research to create and maintain financial models ensuring compliance with act or loan agreements.

For the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
- Monitoring and analyzing financial operations to include transactions, compliance, reporting and reconciliation; AND
- Conducting research to contribute to financial modeling and compliance.

Education

Education Requirements/Individual Occupational Requirements

Education:
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR

Specialized Experience:
Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

CONDITIONS OF EMPLOYMENT:
