Summary

The incumbent serves as the Principal Advisor, Enterprise Protection Program (EPP) and reports to the Associate Administrator on enterprise protection issues. The incumbent is responsible for establishing and leading cross-Agency EPP protection vulnerability, susceptibility, and mitigation assessments for NASA missions and activities to identify and introduce protection recommendations into existing requirements, budgeting acquisition, and cooperation development processes.

Responsibilities

The Principal Advisor for Enterprise Protection Program may be responsible for tasks in the programmatic and organizational area that may extend to improvement in efficiency, cost efficiency, and timeliness of performance. Additional responsibilities include:

- Serves as the agency representative to the National Security Community, specifically the jointly established Defense and Intelligence Community's Space and Security Defense Program and similar entities/functions, working closely with the Office of International and Interagency Relations on issues relating to enterprise protection.

- Develops, manages, operates, and chairs an Enterprise Protection Board (Board) consisting of Associate Administrators from each mission Directorate including Mission Support, and Chiefs from each mission support offices such as the Chief Engineer; Chief, Safety and Mission Assurance; and Chief Information Officer. The Board is chartered under the authority of, and reports to, the Agency Program Management Council.

- Provides senior level advice to Agency senior leadership and other department of Defense, Department of State, Intelligence Communities, and other International Entities on technical matters concerning the EPP. This may involve policies and technologies, coordination of operational decisions, formulation of coordinated and complementary and integrated development plans and agreements, and/or the transfer of knowledge and data among the civil, defense, and intelligence space communities. The interfaces with National Security involve discussions with personnel on classified matters and cannot be described in detail in an open forum.

- Represents the Agency in decision and commitment formulation which by National Security community protocols are "seniors only."

- Serves as the Agency lead advisor for the NASA EPP, providing advisory services in which recommendations and issues from existing or new agency cyber, space, institutional, national security, and mission protection working groups will go through the Principal Advisor and report to the EPP Board that reports to the Agency Program Management Council.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of random drug screening may be required.


Qualifications

Candidates must be a recognized subject matter expert with at least 1 year of specialized experience equivalent to the GS-15 level in Space Asset Protection, Infrastructure, and Cybersecurity to identify and address protection vulnerability, susceptibility, and mitigation assessments for NASA missions and activities. This includes experience in providing recommendations to existing requirements, budgeting acquisition, and/or cooperation development processes.

Applicants that meet minimum eligibility requirements outlined in the Qualifications and Education (if applicable) sections of the vacancy announcement will be referred to a panel of subject matter experts for further evaluation.
