This position is located in the AO Human Resources Office (AOHR) which carries out the agency's human resource management and policy authorities. AOHR is responsible for complying with laws and regulations governing pay administration policies and programs for AO employees.

AOHR is looking for an HR professional with technical HR skills, research and writing abilities, and initiative to work in an HR office focused on compensation policy for an excepted service authority. The incumbent of this position must have demonstrated expert-level experience in federal and/or private sector compensation and benefits management. Duties include, but are not limited to:
  • Providing expert-level AO policy human resources advice and information to AO management, employees, and AOHR staff.
  • Coordinating major policy initiatives and reports, preparing periodic statistical and metric reports, and writing policy documents and a variety of explanatory and advisory memoranda and white papers;
  • Coordinating the reporting on major initiatives, internal controls, and other periodic reports assuring reports are comprehensive and reflect AOHR's cascading goals in alignment with the agency's strategy;
  • Staying abreast of HR best practices and providing information and advice as to impacting practices and ways to improve customer service;
  • Collaborating with directorate leaders/managers and employees to provide on-site HR advice and tips on AO policies and updates, and a variety of useful HR functional topics. This may include monthly visits, presentations and/or other communication methods to the directorates/programs ensuring proactive human resources services are provided;
  • Planning and conducting quarterly brown bag sessions with managers and employees providing benefit policy updates, helpful tips on management and employee relations matters (performance, conduct, leave administration, and etc.);
  • Working with supervisors/managers on succession planning, workforce restructuring, defining skill sets and smart objectives, and diversifying the workforce (i.e., ways to attract diverse talent);
  • Working with staff at all levels across the AO to ensure HR communications flow to drive employee awareness and engagement by creating initiatives that promote key objectives of the organization;
  • Participating in the formulation and execution of AO employees annual pay adjustment;
  • Serving in an advisory capacity on pay setting, cost of living adjustments, special rates, back pay, pay limitation, premium pay, grade and pay retention, severance pay, early outs and voluntary incentive separation pay; and
  • Conducting compensation analysis and writing and developing compensation policies.

  • All new AO employees will be required to complete a FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in complex HR policy review and development, and benefit management to include management of related compensation impacts; and managing workforce restructuring benefits and associated compensation administration.
