Summary

This position is located in the Department of the Chief Executive Officer, Office of the National Civilian Community Corps (NCCC) in Washington, DC.

The NCCC is a full-time, team based residential program for men and women ages 18 to 24. The program is designed to strengthen communities and develop leaders through direct, team-based national and community service. Corps members are assigned to one of four campuses located in Aurora, CO; Sacramento, CA; Vicksburg, MS; and Vinton, IA.

Responsibilities

The Supervisory Operations Specialist provides technical advice and guidance regarding NCCC financial and material resources and logistics. The incumbent coordinates cross-functional activities within the organization and provides advisory services regarding a variety of operational issues. Primary duties include:
  • Provides technical advice and support concerning budget formulation and execution for both headquarters and the regions. This includes participation in short and long-range program planning and analysis. Develops appropriate justification and supporting material to support budget requests.
  • Represents the Director of Operations in meetings and negotiations with internal and external organizations to ensure NCCC interests are fully represented.
  • Supports project and program fiscal and operational analysis which includes: determining the status of expenditures versus budget allocations, identifying budget reprogramming needs, as well as program or project modifications.
  • Supervises the overall budget process from planning and formulation, to monitoring execution and reporting. Monitors budgets periodically to ensure funds are invested and managed responsibly and strategically.
  • Conducts reviews and analysis of operations activities to provide a basis for formulating strategic goals and program objectives and initiatives.
  • Supports the provision and maintenance of, and accountability for, a full range of administrative services, including records management, managing office and residential space and equipment, travel, and the procurement and contracting program.
  • Supervises the FEMA Corps housing process including developing guidelines and procedures for securing lodging, developing lodging safety guidelines, and maintaining a national invoicing system.
  • Contributes to the production of a variety of recurring and one-time special reports in response to Congressional inquiries, OIG audit or investigative requests, the Office of Management and Budget or the Agency's Chief Financial Officer regarding financial matters, or other internal or external information requests. Ensures reports are in compliance with FOIA requirements.
  • Participates in cross program collaborations and work groups to ensure that NCCC is fully integrated with national service initiatives and that program interests are fully represented and optimized.

Qualifications

Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to, at least, the upper-range of the NY-03 pay band, which would be at, or equivalent to, the GS-13 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following: 1) Work experience supporting the operations of an organization, i.e., financial resources including: budget formulation and execution, procurement, facilities, space and equipment; 2) Strategic planning; 3) Work experience managing or supervising subordinates; and 4) Work experience requiring a working knowledge of Federal procurement and COR requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
