This position is located in the USAID Annex, 500 D Street, SW, Washington, DC , in the Bureau for Management, Office of Acquisition and Assistance, Office of the Director (M/OAA/OD) at the U.S. Agency for International Development.

Responsibilities

This position is located in the Systems Support and the Global Acquisition and Assistance System (GLAAS) Division, Office of Acquisition and Assistance (M/OAA). The incumbent manages the policy and operational aspects of the Agency-wide, worldwide Purchase Card Program and includes all activities related to formulating policy recommendations and disseminating policy guidance, general technical support to all program participants.

As a Management Analyst, your duties will include the following:
  • Manage all aspects of purchase card issuance, training, program analysis, user management, accounts management and oversight.
  • Prepare budget estimates and justifications for expenses throughout the year.
  • Prepare guidelines for and provide direct support to cardholders, financial manages, Approving Officials, Program Coordinators, and all other program participants associated with the purchase card program.
  • Conduct purchase card training for customers.

Qualifications

This position includes Selective Placement Factors. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Selective Placement Factor Question: Your resume must demonstrate experience administering a Federal travel card or purchase card program for an organization.

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a.) administering a federal purchase card program and associated reporting requirements; b.) conducting purchase card training for an organization; and c.) liaising with internal and external stakeholders on purchase card policies and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP: candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
