Summary

This position is located in Safety and Technical Training Service Unit, Safety Directorate, Safety Programs Group. This Group is responsible for collecting qualitative safety data, which can be used for analysis of events that may affect NAS safety.

Responsibilities

Manage a geographically dispersed staff consisting of technical specialists who serve as representatives to the Technical Operations Aviation Safety Action Program (T-SAP) Event Review Committees (ERC) in each Service Area. He/she uses experience designing, modifying and/or evaluating equipment and processes used by the Technical Operations workforce to manage the administration of the T-SAP Event Review Committee (ERC)'s. The T-SAP ERC is a major national program to provide a systemic approach for the ATO to gather as much information from Technical Operations employees to identify and address aviation safety concerns supported through data tracking and trending. This work is critical to the safety of the National Airspace System (NAS).

Apply a thorough understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. He/she applies experience and advanced knowledge of management and human resource policies and principles to exercise the full range of supervisory responsibilities in more than one organization, including setting priorities, strategic planning, communicating the organization's vision and objectives; assignment of work, selections, promotions, disciplinary actions, employee's performance evaluations and training. He/she has the formal authority to assign work, evaluate and monitor performance of organizational units, managers and employees; approve leave; take or approve corrective and/or disciplinary action. He/she coaches and develops staff and organizational capabilities and to improve workplace and to engage in conflict resolution. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.

Oversee the collection and analyses of data to include reported safety events, problems, and concerns over non-compliance by Technical Operations employees and managers in field facilities. He/she applies experience and detailed knowledge in the technical aspect of work directed, such as evaluating technical operation systems, equipment and procedures to coordinate and manage information developed by ERC's to include causal factors of safety incidents and delivery/tracking of risk mitigation recommendations. He/she applies experience participating in T-SAP ERC to oversee staff in performing the analyses of trend information and risk potential for technical operations as identified in Aviation Safety Action Reports reports.

Manage budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Applies program/project management principles to formulate positions and to establish and oversee financial, business and planning activities that support the development of voluntary safety programs and automated safety tools. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs and justifying resource requirements.

He/she may represent AJI or the FAA externally as a primary point of contact for policies/ procedures and to convey the results and recommendations developed by the T-SAP ERC. He/she has the authority, within guidelines, to make commitments for AJI, to establish new policies/procedures, and to make exceptions.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FV-J or FG/GS-14) in the Federal government. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

Specialized Experience is defined as:
  • Experience evaluating technical operation systems, equipment and procedures to coordinate and manage information developed by Event Review Committee (ERC).
  • Experience performing analyses of trend information and risk potential for technical operations as identified in Aviation Safety Action Reports reports.
