Summary

The position is located within Emergency Management Branch, Security and Emergency Programs Division (SEPD), Office of Professional Responsibility and Security Operations in Washington, DC. The SEPD develops and implements security and continuity of operations programs for the Bureau of Alcohol, Tobacco, Firearms and Explosives. The Division is composed of three branches: Physical Security Programs Branch, Information Security Branch and Emergency Management Branch (EMB).

Responsibilities

The Emergency Management Specialist will serve within the Emergency Management Branch in one of three project areas in emergency actions and continuity policy to include: Occupant Emergency Program (OEP), Continuity of Operations (COOP), Continuity of Government (COG). The incumbent will serve as a subject matter expert, to include development and implementation of policies and procedures affecting ATF in one or all of these project areas. Further, the incumbent will serve and participate in security and emergency responses that may be required to protect life, property or maintain essential functions of ATF headquarters or field facilities.
  • Incumbent develops policies and procedures that direct and execute an "all-hazards" Federal emergency preparedness, continuity, and response program throughout ATF that includes occupant emergency actions, and continuity and operation of alternate facilities
  • Plans and participates as a trainer, facilitator, or controller in training programs, drills, and exercises to improve or test ATF planning efforts and competencies, and to identify and correct vulnerabilities, and improve organizational emergency preparedness and execute emergency/continuity procedures
  • Develops emergency plans, security plans, and templates for Headquarters and field divisions that support rapid and effective facility evacuations, assist comprehensive decision making processes consistent with the National Incident Management System and Interagency Security Committee standards, and meet all regulatory and industry best practices
  • Participates as part of an incident command team directing and coordinating resources during emergency events, continuity events, and evacuations to provide life-safety and maintain essential functions of the agency by rapidly analyzing information; making decisions; communicating information via mass notification messages, public safety radio equipment, and law enforcement networks; and deploying to continuity facilities

Qualifications

To qualify for GS-13 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include extensive knowledge of emergency management in order to serve as a subject matter expert, to include development and implementation of policies and procedures for a national emergency management program and assessing needs and directing evacuation and emergency response actions at Federal facilities.

The GS-13 salary range starts at $103,690.00 If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.

  • Extensive knowledge of Federal emergency management practices and the ability to leverage that skill to design and deliver training and exercises to improve the employee skills in carrying out emergency actions in the occupant emergency and national continuity disciplines.
  • Extensive knowledge and experience operating as a member of an Incident Command Team or other National Incident Management System structure, and possess strong organizational, communications, briefing, and decision making skills in stressful and time-sensitive environments.
