Summary

IT vacancies will be filled under the Department of Labor (DOL) Recent Graduates program in the excepted service. DOL Recent Graduate appointments are one-year appointments. The entire duration of the program constitutes a trial period. Upon successful completion of the program, and at the agency's discretion, appointees may be converted to term or permanent positions in the competitive service.

Responsibilities

Major duties at the GS-5 level include, but are not limited to:
  • Performs highly structured, entry-level work designated to develop broader and more in-depth knowledge and skill needed to perform higher-level assignments.
  • Communicates factual and procedural information clearly, orally, and in writing. Updates IT manuals, instructions, and operating procedures.
  • Gathers and analyzes basic facts and draws conclusions. Organizes documentation to facilitate use by higher-level IT Specialists in troubleshooting problems.

Major duties performed at the GS-7 grade level will be the same as those performed at the GS-5 grade level, only with less supervision at GS-7

09 - Upon successful completion of the Recent Graduate program, and at the agency's discretion, appointees may be converted to term or permanent positions in the competitive service. If converted, promotion potential is the GS-9.

Conditions of Employment

  • Must be at least 16 years of age.
  • Subject to successful completion of a background investigation.
  • Required to sign the Recent Graduate Program Participant Agreement.
  • Subject to a trial period throughout the duration of the Recent Graduate program.
  • Recent Graduate appointments expire at the end of the one-year service period unless the participant is selected and approved for conversion to a term or permanent appointment in the competitive service. Must be a U.S. citizen to be eligible.


Qualifications

Candidates must demonstrate proof of meeting the Minimum Qualifications, that is, EITHER the requirements specified in the section titled Education or the requirements specified in the sections titled Experience.


Minimum Qualifications to qualify for GS-5

Education

Bachelor's Degree. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR the degree provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Experience

Applicants must have 3 years of general experience which must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Minimum Qualifications to qualify for GS-7

Education

A. Bachelor's Degree with Superior Academic Achievement (SAA). Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR the degree provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. SAA may be met by one of the following three:
1. Class standing - must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
2. Grade-point average (GPA) - GPA of 2.95 or higher overall, a GPA of 2.95 or higher for courses completed during the final 2 years of the curriculum, or a GPA of 3.45 or higher for your major GPA or for courses in your major completed during the final 2 years;
3. Membership in a national scholastic honor society.

OR

B. One Full Academic Year of Graduate Level Education. Bachelor's Degree must have been in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR the degree provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Experience

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-5, in the Federal Service.

Specialized experience to qualify for GS-7 is defined as experience: utilizing and applying knowledge of IT principles, concepts, methods, standards, and practices in order to develop and interpret procedures and strategies governing the planning and delivery of services. Experience utilizing oral and written communication skills in order to convey or explain highly technical information to non-technical personnel.

Education

Eligibility Requirements: To be eligible for an appointment, candidates must meet one of the following requirements (a or b):

a. Completed (or will complete by the end of Spring semester 2021) all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years.

OR

b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.
