Summary

This position is located in the Technical Control Branch, Operations Division, Office of Enterprise Network Management, Deputy CIO for Operations, Bureau of Information Resource Management (IRM/OPS/ENM/OPS/TC), in the U.S. Department of State (DOS). The position acts as a senior Information Technology Specialist in the TC Branch in providing technical control and management support for the continuous operation and rapid recovery of the Department's classified and unclassified IP networks.

Responsibilities

  • Plans, analyzes, designs, develops, tests, ensures quality assurance, configures, installs, implements, integrates, maintains and manages DOS networked systems used for the transmission of information in voice, data and video formats.
  • Prepares standard operating procedures (SOPs) for the DOS networks, systems and operational activities, and develops recommendations.
  • Evaluates emerging enterprise network technologies for their potential selection and utilization in IRM and DOS networks and systems, and designs systems and software for application to Departmental global networks and systems.
  • Acts as a senior IT technical advisor and expert for DOS and U .S. Government (USG) agencies in ensuring support for the Departments IT customers in network environments.
  • Develops technical systems programs and processes needed to meet enterprise and active directory user IT requirements Develops wide array of strategies designed to maximize existing and emerging technologies that impact the critical customer base.
  • Establishes extensive technical records of prototype testing, product evaluation, system configuration and similar technical areas in accordance with specified network and systems processes and procedures.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
  • Customer Service - Using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify a team's work activities, processes, and practices to meet these needs; collaborating outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
  • Oral Communication - Clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
  • Problem Solving - Providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

  • AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience applying a wide range of Information Technology network management and techniques involving systems performance monitoring, management and oversight of network architecture.

    Experience developing and interpreting information technology policies, procedures and providing recommendations.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

    Qualified candidates are assigned a score between 70 and 100.
