Summary

PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended.
The position is in the Treasury Department, Bureau of The Fiscal Service (FS), Payment Management (PM), reporting to the Operations Support Branch (OSB) Program Manager at the Kansas City Financial Center. As an IT Specialist, provide customer support services including installation, configuration, troubleshooting, training, and assistance.

Responsibilities

As an IT Specialist (CUSTSPT), you will:
- The employee will be a subject matter expert (SME) with regards to Payment Management's applications core functionality. The employee also plays a role in establishing, maintaining and strengthening customer relationships across the PM customer base.

- Install, configure, troubleshoot, and maintain the application software for numerous federal program agencies (FPA's).

- Serve as a team member supporting the planning, testing, tracking, and implementation of payment format and application changes for more than 250 payment agencies including the primary benefit agencies, Social Security Administration (SSA), Veterans Administration (VA), Railroad Retirement Board (RRB), Office of Personnel Management (OPM), Internal Revenue Service (IRS), and a wide variety of Salary and Vendor agencies. Participate in requirement walkthroughs with the agencies, responds to file format and agency configuration questions, and support end-to-end testing in coordination with the agency and interfacing systems. Develop test plans and scripts, analyzes test results for accuracy, documents test results, enters change requests for identified problems, and reports test status.

- Coordinate and provide training in the use of the application software for the submission of payment schedules and summary certifications for 250 FPA's. Create and/or assist in the development of the content used in training seminars, the preparation of training materials and development of computer-based training.

- Work with FPA's on an individual basis as needed for training and installation of software.

- Assist with leadership for program support. The work includes project team leadership, planning coordinating among project members and documentation. The work involves the demonstration of technical expertise and communication skill working with representatives of the Fiscal Service and various technical and project specialists.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing IT work that involves the planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training sufficient to serve as senior customer technical analyst in order to meet customer requirements, operations, and projects or to resolve problems.

Examples of such experience could include:
- Writing requirement documents for financial software applications such as Payment Automation Manager, Payment information Repository, Secure Payment System or an equivalent commercial application including use cases and file specifications; OR
- Consulting with business owners or stakeholders to identify, define and document business needs; OR
- Defining and documenting customer business functions and processes; OR
- Creating graphic models, wireframe diagrams, and/or storyboards to record a system's requirements.
AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
- Attention to Detail, such as developing test plans and analyzing the results.
- Customer Service, such as working with customers to assess their needs and assisting accordingly.
- Oral Communication, such as making recommendations regarding products and services to consider.
- Problem Solving, such as resolving customer issues to manage expectations.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
