  • You will serve as the primary technical representative and point of contact for all Human Resource (HR) actions between the Program Office and the supporting element?s Human Capital Office (HCO).
  • You will be responsible for initiation of all HR actions and the creation of all supporting HR documentation related to every aspect of HR support such as billet position descriptions, vacancy announcements and personnel actions.
  • You will administer personnel service support to include the in-processing and on-boarding of newly assigned personnel and keeps internal statistics on on-boarding process and exit survey data.
  • You will advise internal customers on HR matters.
  • You will be responsible for oversight of the Program Office?s Records Management Program.
  • You will store, arrange, index, classify records and facilitates the development of filing systems, and maintains these to meet administrative, legal and financial requirements.
  • You will oversee the maintenance for the organization?s record keeping systems throughout the records life-cycle to ensure compliance with legal requirements.
  • You will analyze problems and issues concerns surrounding the development of records, forms and information management systems.
  • You will provide high-level Program Office staff planning and organizational support by gathering and synthesizing information, identifying and analyzing complex issues, and developing recommendations to resolve problems and staffing issues.
  • You will partner with organization officials to understand, develop and identify processes to enhance the viability of day-to-day business operations providing a range of options and a recommended course of action.
  • You will prepare well researched, accurate, and coordinated complex staffing packages and other documents for higher headquarters, intergovernmental and internal customers.
  • You will provide support in meetings, conferences and unplanned events for which the incumbent is designated the contact point by senior management.
  • You will generate multiple alternatives to solve problems and meet Program Office needs along with identifying associated strengths and weaknesses, resources and costs for each alternative.
  • You will track projects/actions deadlines and coordinates completion with pertinent internal senior leadership, project managers, and external agencies.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized Experience. Examples of:
  • Experience to advise on and implement new records management policies and classification systems. Knowledge to provide a policy framework to guide staff in the management of their records and use of the records system.
  • Mastery ability to organize a varied workload and establish priorities to accomplish multiple activities, as well as to frequently change or adapt priorities to changing organizational deadlines and ad hoc urgent requirements.
  • Experience writing executive correspondence and other forms of communications (i.e., letters, endorsements, messages, correspondence, reports, office policies, etc. Experience assessing written materials for format, editorial, and subject-matter accuracy and clarity. Records and distributes minutes documenting conference/meeting proceedings. Mastery level experience with various kinds of office software utilities and function commands to manipulate text and apply formats, revisions and deletions.
  • High degree of analytical ability sufficient to review and interpret new and revised directives for implications on administrative support functions, policies, and procedures and to capture and analyze data and develop administrative strategies to ensure that Program Office HR, records management, travel, and other support needs are met.
