Responsibilities

Analyzes trends in HR management to ensure maximum use of delegated HR management authorities by top management. Gathers data and prepares ad hoc and recurring reports as assigned.

Interviews candidates for positions in the organization and recommends appointment, promotion, or reassignments to such positions.

Develops, interprets, and analyzes data and Enterprise Human Capital Management (EHCM) reports from automated HR databases and/or develops the most efficient and effective automated systems approaches for presenting HR reports and graphics for management.

Supports the IOS Executive Officer and DHHS Senior Leadership in day-to-day management of operations including determination of IOS goals and objectives, administration and direction of IOS portfolio.

Reviews major functional aspects of IOS HR program, such as staffing, classification, employee benefits, performance management, employment relations, training, etc., to assess the effectiveness in contributing to accomplishment of the mission of IOS and to ensure all programs are conducted in full compliance with applicable laws, regulations, and departmental guidance.

Provides administrative and technical supervision for IOS staff necessary for accomplishing the work assigned. The incumbent of this position is responsible for achieving the objectives of the IOS by directing, coordinating, integrating, and guiding the work of others into a completed work product.

Qualifications

Minimum Qualification Requirement:

Must have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service that includes providing strategic consultative and technical services to program managers for a variety of recruitment and staffing issues; providing advice that directly affects long-range implementation of personnel programs and organizational readiness; evaluating and providing recommendations concerning plans and proposals for complex human resources management projects; assisting with the development and implementation of new recruitment process concepts and techniques; and designing and/or conducting a broad range of studies to identify solutions to human resources problems and issues.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
