This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Intelligence Systems Product Line (ISPL), Portsmouth VA.

Responsibilities

You will be responsible for supervising personnel at various geographic locations. ISPL Division responsibilities include acting as the Service Owner and single point of accountability that provides service development, delivery, support, and technical expertise for ISPL services, which includes intelligence mission systems and intelligence tactical systems.

  • Developing and maintaining strategic plans
  • Performing needs analysis to determine opportunities for new and improved business process solutions
  • Resolving conflicts in laws, regulations, policies, standards, or procedures
  • Coordinating and managing the overall service provided to a customer end-to-end
  • Acting as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully
  • Leading and overseeing budget, staffing, and contracting
  • Routinely exercising independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters
  • Monitoring and auditing the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems

Qualifications

To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Examples of specialized experience include the following:
  • Development and management of capabilities for strategic partnerships, communication, performance measurement, compliance and risk management, and on-boarding/off-boarding vendors and workforce labor;
  • Expertise and experience leadings teams of senior staff and resolving conflicts;
  • Expertise and experience with Government IT Acquisition Lifecycle Framework (ALF) and System Engineering Life Cycle (SELC) to develop, evaluate, execute, monitor and manage Statements or Work (SOWs), Performance Work Statements (PWS), Statements of Objectives (SOOs), Requests for Information (RFIs) and, Requests for Proposals (RFPs), with a focus on those products and services related to IT;
  • Expertise and experience with developing strategic vendor relationships and an understanding of each vendor's full set of capabilities and innovations;
  • Expertise and experience with developing and monitoring IT related Operational Level Agreements (OLAs) and performance metrics;
  • Expertise and experience in promoting vendor performance metrics related to business outcomes such as innovation, competitive advantage and increased revenue to drive continuous performance improvement;
  • Expertise and experience in aggregating, analyzing, and communicating key vendor data to stakeholders and foster analytics driven decisions
  • Expertise and experience with mitigating, monitoring, and managing vendor risks as an ongoing discipline, to include business continuity, financial viability and corporate and regulatory compliance;
  • Expertise and experience in analyzing organizational vendor spend to drive business decisions and acquisition strategy;
  • Expertise and experience in contract and requirements analysis for identification of IT standardization or consolidation opportunities across part of an organization, the organization itself, and/or the agency;
  • Expertise and experience with Information Technology Infrastructure Library (ITIL) or the DoD Enterprise Service Management Framework (DESMF), or System Engineering Life Cycle (SELC).

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.

At the GS-14 level, selectee must possess or be able to obtain:
  • Preferred expertise and experience as Contracting Officer Representative (FAC-COR) Level II or higher
  • Preferred expertise and experience as Project Manager (FAC-P/PM or PMP)
  • Able to obtain Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position
