Summary

This position is part of the Office of the Chief Financial Officer, Government Publishing Office in Washington, District of Columbia.

The incumbent supervises employees who review contractor billings and develop billing charges for commercially procured printing and binding services to our customer agencies. Reviews and analyzes variances between billed amounts and summary costs and analyzes, resolves irregularities in production costs.

Responsibilities

  • Reviews work of employees, as appropriate, to ascertain problems in accuracy, adequacy, and adherence to procedures.
  • Prepares budget estimates and develops appropriate supporting documentation so that budget estimates will adequately reflect the needs of the Section.
  • Responsible that funds for personnel compensation, including overtime, do not exceed budgetary limitations.
  • Incumbent meets with supervisors and employees of other GPO organizations to discuss policy and procedures affecting the Commercial Billing Section and the other organizations
  • Meets bi-weekly with team members of Accounts Receivable and Collections to track and collect outstanding account receivables from our customer agencies.

Qualifications

To qualify for the Supervisory Billing Analyst, PG - 0501 - 13 , you must meet the following requirements:

To minimally qualify for the (PG-13) level, you must possess one year of specialized experience at the PG-12 or equivalent grade level or higher. Examples of qualifying specialized experience include:

* Experience providing reports and backup documentation of commercially procured data as it pertains to fiscal year audit controls.

* Experience handling set-up and completion of special handling requests and processes for customer agencies for direct collection through the IPAC system.

* Experience Monitors systems to track billing issues and implement corrections.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (03/02/2021) to be considered.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
