This position is located in the Office of Administration, Program Management, Announcements, and Editing (PMAE), Budget and Information Technology Team (BITT). The supervisor of this position is June Cai. This is a non-bargaining unit position. Expenses associated with relocation will not be paid. The selectee will serve as the Team Leader for the BITT and is responsible for supervising and performing the activities including but not limited to financial management, performance management, internal control, Human Capital Management, information technology (IT) applications planning, acquisition, and development activities, FOIA coordination, and programmatic analysis in various areas. You will direct and manage the financial execution of the ADM budget, including funds certification activities, maintenance of financial records and database's and tracking of budget execution versus plans. You will ensure that all ADM services and acquisitions are properly funded; obligations and commitments of ADM funds are controlled in accordance with Federal and NRC fiscal guidance; and financial data are entered into the agency financial systems in a timely and accurate manner.

You will also review and approve ADM financial documents for the signature of the Allowance Holder and Allowance Financial Manager (Director of PMAE) in accordance with Management Directive (MD) and Handbook 4.2, "Administrative Control of Funds." You will also support the activities of ADM Funds Certifying Officials (FCO), and serves as a backup FCO to ensure adequate control of ADM expenditures. Additionally, you will be responsible for the team's IT functions including; leading ADM's IT budget formulation; providing guidance to ADM in planning the development, utilization, and maintenance of IT applications; assisting ADM management and staff in conducting studies to determine requirements for the application of IT to solve ADM business problems and to improve work processes; and assisting ADM staff in performing Capital Planning and Investment Control analysis for significant IT projects

You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position. Internal employees of the U.S. Nuclear Regulatory Commission on a permanent or competitive Term appointment are eligible to apply.


To qualify, candidates must have at least one year of specialized experience at the next lower grade (GG-13) level in the Federal service or equivalent experience in the private or public sector.

Specialized experience includes: execution of the NRC's budget formulation and funds control processes; the planning, review, and maintenance of information technology and administrative programs as it relates to agency policies and procedures, and Federal regulations.
