Summary

This position is in the Departmental Offices, Office of Management, Office of the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer (DASHR/CHCO), Office of Human Capital, Strategy, Evaluation, and Analysis. Applies Industrial Organizational (I/O) psychological principles to conduct research and participate in projects supporting HR areas (e.g. workforce planning, succession planning, skills acquisition, strategic recruitment, learning and program evaluation).

Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Define problems, identify relationships, evaluate and determine quality, assess impacts, and arrive at conclusions through special studies to improve human capital programs and/or influence policy change that typically involve long-range, highly complex, and often politically sensitive topics within the framework of management objectives and priorities.
- Independently plan, design, and manage original research projects on ill-defined, complex problems and unexplored research domains. Adopt innovative I/O ideas and concepts (i.e. used outside the Government) and research ways to apply these ideas to agency operations.
- Formulate research plans, hypotheses and projects that move the scientific state of I/O psychology forward. Manage workgroups of technical professionals to execute plans and conduct research, and interpret findings in terms of how they meet research needs and objectives.
- Develop new, sophisticated research techniques which introduces significant research paths for further study and leads to the evolution of human capital programs, especially in the area of employee development.
- Complete research products typically result in documents or publications of considerable interest to other Personnel Psychologists within the Government and are important in solving significant problems related to I/O psychology and how to incorporate these ideas into current human capital programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-14 position is one year of experience at the GS-13 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, which include:
- Developing, conducting, and completing research projects, plans and hypotheses that require the application of the latest findings and methodologies in the field of personnel psychology which may have organizational wide impact; AND
- Developing measurement concepts and tools including written tests, methods for measuring and evaluating performance, employee attitudes, etc. This includes designing and delivering assessments used to measure specific criterion, conduct scientific analyses, and to address areas of critical importance in major Human Resources processes. This experience must include experience utilizing statistical software packages and other graphics software.; AND
- Designing Human Resource solutions and developing testing protocols in accordance with generally accepted psychological theories, methods, techniques and practices while serving as a technical authority, interpreting laws, rules, regulations and/or guidelines

- Developing, conducting, and completing research projects, plans and hypotheses that require the application of the latest findings and methodologies in the field of personnel psychology; AND
- Developing measurement concepts and tools including written tests, methods for measuring and evaluating performance, employee attitudes, etc. This includes designing and delivering assessments used to measure specific criterion, conduct scientific analyses, and to address Human Resources processes. This experience must include experience utilizing statistical software packages and other graphics software; AND
- Designing Human Resource solutions and developing testing protocols in accordance with generally accepted psychological theories, methods, techniques and practices while serving as a technical consultant, interpreting laws, rules, regulations and/or guidelines; AND

Degree: major or equivalent in psychology.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
For the GS-13, you must have been at the GS-12, level for 52 weeks.

Degree: Major or equivalent in psychology for all specializations
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
