This position serves as a Supervisory Financial Systems Analyst in our Division of Financing Operations within the Office of Wholesale Securities Services in Washington, DC.

Responsibilities

Wholesale Securities Services is a mission critical organization within the Bureau of the Fiscal Service. We have a unique mission of auctioning Treasury marketable securities in order to fund the operations of the federal government. Our work is high-profile and fast paced.

As a Supervisory Financial Systems Analyst, you will:
- Direct broad studies affecting the relationships between Fiscal Service, the Department of the Treasury, the Federal Reserve Bank, and submitters/investors.
- Schedule projects and make assignments. Maintain internal and external contacts to assist in executing Fiscal Service's Programs. Provide advice on the potential impact of proposed changes to operating plans, procedures, organizational structures, and functions. Assist senior management in negotiating difficult or controversial issues with other parties. Obtain approval of recommendations and proposals.
- Supervise and review work of subordinates; review position descriptions; counsel employees; keep staff informed of new and revised work procedures; and perform related duties as necessary.
- Serve as an Auction Supervisor. Participate in the sale of marketable Treasury securities through public auction in any of the three key auction roles: help desk, monitor, and supervisor. Participate in the announcement and settlement activities supporting the sale of Treasury securities.
- Gather and analyze statistical data, policy, and precedents to research and answer inquiries, anticipate impacts on Fiscal Service or Federal Reserve Bank operations, and propose operational guidelines. Report and implement procedural changes based on findings.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position entails:
- Experience analyzing and developing solutions to enhance organizational, operational or process efficiencies in a manual or automated environment such as working with a financial system; AND
- Experience leading projects or teams; AND
- Experience presenting findings to varied audiences, exchanging ideas and presenting recommendations.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
