Responsibilities

As a Senior Human Resources Specialist (Team Leader) assists the Branch Chief and the Associate Director for Human Resources Operations and Policy (HROP) in the implementation of Human Resources (HR) policy and operations specifically with regard to staffing, classification, placement and pay programs. Performs hands-on operational support plus provides supervision, technical direction, and guidance to team members engaged in HR operational work.

You will utilize your expertise and leadership skills to administer a full range of operational human capital policies, programs, and services with specific emphasis in the areas of Position Management, Classification, Workforce Restructuring and Reshaping, Workforce Analysis, Recruitment, Staffing, and Personnel Processing. The successful candidate will perform the full range of duties. Duties will include but are not limited to:
  • Provides supervision, technical direction, and guidance to team members (3 to 5) engaged in a wide range of HR operational processes and programs, primarily staffing, classification, position management, and special programs, among others. Ensures quality, accuracy and integrity of HR processes and data to enhance and improve HR operations.
  • Provides the full range of direct hands-on human resources operations for assigned customer accounts. Utilizes knowledge of position management, classification, strategic workforce planning, workforce restructuring and reshaping, workforce analysis and data analytics, recruitment, staffing, placement, pay and leave, benefits, retirement, labor and employee relations, performance management, awards and recognition, policy, human resources information systems, personnel processing, and personnel record keeping.
  • Serves as a strategic business partner by regularly meeting with senior leadership, mangers, and employees and providing expert advice and guidance. Answers complex and non-routine policy and operational questions and makes decisions on work problems presented by employees and managers. Participates in Labor Management Partnership Committee (LMPC) meetings.
  • Performs research and problem solving on a wide variety of complex and unusual problems, questions, and issues. The research may require extensive review of relevant U.S. NRC and Federal policies, other written issuances, and outreach to personal contacts with other offices, agencies, or organizations to obtain additional information (e.g., benchmarking studies). Keeps abreast of current developments in the human resources area and advises staff regarding new trends. Recommends development of new or revised human resources procedures, practices, and policies.
  • Leads or participates in large interdisciplinary teams to accomplish agency-wide special projects to solve agency challenges or implement human capital change initiatives. Utilizes leadership, problem solving, project management, and organizational skills to develop written project and communication plans; monitor progress towards meeting established deadlines and objectives; and ensure high quality final oral and written work products.
  • Facilitates knowledge management (KM) and transfer by developing operations related standard operating procedures, guides and instructions, policies, training information or presentations, and by serving as a mentor to other Human Resources staff in the agency to assist in the analysis and resolution of complex questions and issues.

Qualifications

The ideal candidate will be able to demonstrate the following:
  • Ability to lead a team engaged in HR operational functions by providing mentoring, technical direction, and oversight.
  • Expert knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of: 1) staffing and placement; and 2) position management and classification. Examples may include experience in recruitment, workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification evaluation.
  • Ability to solve complex human resources challenges and problems by conducting research, interpretation, and analyses of applicable laws, regulations, and polices. Resolves problems by developing recommendations and proposing innovative solutions.
  • Ability to communicate (both orally and in writing) complex and technical human resources issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership). Examples may include: writing standard operating procedures or other instructions, writing reports to the Office of Personnel Management, writing classification evaluation statements, informal or formal presentations to audiences of different sizes and levels.
  • Ability to plan and implement complex change initiatives or projects. Examples may include leading a team in accomplishing an agency-wide change initiative or other special projects.
  • Skill in utilizing human resources information systems and software applications (e.g., automated hiring systems and assessment tools, Electronic Official Personnel Folder (eOPF), automated on-boarding systems (WTTS/EODS), personnel action processing systems (DOI, FPPS, NFC), electronic SF-52 systems, personnel reporting systems (staffing plans, FTE reports, recruitment tracking systems), etc.).

  • In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level (13) in the Federal service or equivalent experience in the private or public sector.

    SPECIALIZED EXPERIENCE is defined as experience which provided expert knowledge in the Federal human resources operational areas of: 1) staffing and placement; and 2) position management and classification. This experience must demonstrate a thorough knowledge of applicable Federal human resources regulations, policies, practices, and procedures.
