Summary

This position is located in the CARES Act Audit Directorate in the Office of Audit (OA) of the Office of Inspector General (OIG). The audit directorate performs performance audits, attestation engagements, and evaluations (collectively hereafter referred to as audits) of Department of the Treasury (Treasury) programs and operations under the jurisdictional oversight of the OIG.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Lead teams of lower-graded staff in ensuring audits assigned conform with applicable professional standards. Prepare proposals for future audits. Conduct/review pre-audit research of prior audit reports, laws, regulations, and procedures. Working with the Audit Manager, develop audit plans within the established scopes, and lead teams in the development of audit steps needed to accomplish each audit objective. Assign tasks and provide technical and administrative guidance to team members. Draft/review audit-related memoranda; and attend entrance conferences. Conduct/oversee interviews, walkthroughs to document program processes, and testing. Conduct and/or participate in briefings with OA and auditee management to discuss issues, the status of the audits, and audit results. Prepare/review audit reports and supporting documentation prepared by team members ensuring compliance with applicable professional standards, and OIG policy. Monitor implementation of corrective actions recommended in audit reports. Participate in responding to congressional requests, and in preparing testimony for congressional hearings.
  • Exercise responsibility for leading assigned teams, including assignment of audit tasks based on individual experience and specific knowledge and skills. Review work products prepared by team members to ensure accuracy, sufficiency, and compliance with applicable professional standards, and OIG policy. Provide on-the-job training on use of the electronic audit documentation system, and such audit tasks as testing, interviewing, program processes observation, and report writing. Provide input to Audit Manager on team members' performances and any recommended formal training for team members.
  • Serve as a Contracting Officer's Representative (COR) in the event an audit is contracted, performing technical contracting functions, including drafting statements of work (SOWs), preparing cost estimates, and developing technical standards of performance. Participate in procurement technical evaluation panels with auditee representatives to evaluate bids. This includes reviewing and evaluating proposals on factors such as technical approach, qualifications of key personnel, past experience, management plan, labor effort, and price quotation. Make recommendations concerning contractors and proposals to the rest of technical evaluation team. Prepare contract modifications. Participate in briefings with contractors to discuss issues, the status of the audits, and audit results. Review audit plans, status reports, audit reports, audit documentation, and other deliverables prepared by contractors ensuring compliance with applicable professional standards, DIG policy, and the contract. Review and approve payment of contractor invoices.

Qualifications

Specialized experience:

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience or General experience for this position includes:

Assisting senior auditors in conducting segments of audits, such as researching and interpreting applicable laws, regulations, guidelines, policies and procedures, and reporting results.; OR

2 years of progressively higher level graduate education leading to a master's degree.; OR


A master's or equivalent graduate degree.; OR


You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience or General experience for this position includes:

Experience participating in audits, and documenting and presenting audit findings and recommendations, both orally and in writing.; OR


You may substitute education for specialized experience as follows: 1 year of graduate level education or superior academic achievement.; OR


You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

For the GS-05, Applicants who meet the basic education requirements are fully qualified for this level. The basic education requirements for this position are:

A. You must have completed a full 4-year course of study leading to a bachelors or higher degree in auditing or a related field (e.g., business administration, finance, public administration or accounting);

OR

B. You may have a combination of experience and education which includes: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination;

2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.



Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1.A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

2.Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
