Responsibilities

As an IT Specialist (SYSADMIN), GS-2210-11/12/13, your typical work assignments may include the following:
  • Serves as a Watch Officer while monitoring the performance of the overall IT environment to ensure the performance standards are met.
  • Maintains SOP's and Critical Information Reporting.
  • Manages Continuity of Operations Programs.
  • Provides on-site government oversight, technical monitoring, and validation of IT Operations.
  • Problem solves and manages change using Information Technology Infrastructure Library (ITIL) practices and methodologies for IT management of the organization.
  • Collaborates and serve on planning/working committees dealing with enterprise requirements or specifications, problem resolution, and the overall daily operations for all information systems.
  • Leads incident/outrage management conference calls for all enterprise wide incidents across multiple classification levels and mediums.

Qualifications

Minimum Qualifications Requirements: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. All applicants must meet the basic requirements and the minimum qualifications in order to qualify for this position. All qualifications must be met by the closing date of this vacancy announcement.

Time-In-Grade Requirements: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade or equivalent pay band in Federal service or equivalent experience in the private or public sector.

Basic Requirements:
Applicants must possess IT related experience demonstrating the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This experience must be IT related. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

In order to qualify at the GS-11 grade level, applicants must meet the specialized experience below: A. Possess one year of specialized experience equivalent at the GS-09 grade level or equivalent pay band in the federal service or equivalent experience in the private or public sector: (1) Applying IT Infrastructure Library (ITIL) methodologies for IT Service Management and Strategy to improve and resolve issues with email, network, and firewalls; (2) Developing, monitoring, and operating a wide variety of Information Systems and providing direct customer service for problem resolution or known issue resolutions; (3) Providing continuous support for IT services to include documentation, compilation of data, and creation of reports to support briefings and recommendations to management officials. -OR-

B. Possess a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. This degree must include a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

In order to qualify at the GS-12 grade level, applicants must meet the specialized experience below: possess one year of specialized experience equivalent at the GS-11 grade level or equivalent pay band in the federal service or equivalent experience in the private or public sector: (1) Applying IT Infrastructure Library (ITIL) methodologies for IT Service Management and Strategy to improve and resolve issues with email, network, and firewalls; (2) Developing, monitoring, and operating a wide variety of Information Systems and providing direct customer service for problem resolution or known issue resolutions; (3) Providing continuous support for IT services to include documentation, compilation of data, and creation of reports to support briefings and recommendations to management officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
