Description The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a six-time National Recreational and Parks Association Gold Medal Award Winner. The Park Planning & Stewardship Division works to support the Vision, Mission and Values of the Department of Parks to achieve the right balance of recreation and stewardship through a comprehensive park planning program that is closely aligned with trail program, management, and protection of our County's best natural and cultural resources on parkland. The Park Planning team seeks to put the right parks in the right places. This team performs strategic planning for facilities and parkland, data and mapping analyses, and works closely alongside planners at the Planning Department on the park and open space recommendations in sector and master plans. To advance that goal, we are seeking an innovative, motivated, big picture thinking Outdoor Recreation Facility Planner (Planner Coordinator). Examples of Important Duties Serves as the lead planner and subject matter expert in outdoor recreational facilities and functions for the DepartmentAnalyzes recreation trends and developments and identify needs through research and experimentation. Reviews or analyzes studies of national significance and innovative recreation facilities across the US Serves as the lead for the Park, Recreational and Open Spaces (PROS) Plan. Works throughout the Department and with consultants to compile research and planning data (eg, recreation/athletic facility and user trends, demographics, user surveys, park facility needs, service gaps, etc.) Assembles and maintains databases. Analyzes data typically through the use of GIS to prepare complex statistical analyses, conduct needs assessments, forecast trends, and identify CIP priorities, etc. Provides an expert review of data collected in formulating planning recommendations.Develops effective implementation strategies for outdoor recreation based on various factors, such as operational/maintenance requirements, departmental needs, recreational trends, and master, sector or park plan recommendations. Serves as working leader/coordinator for designated projects, special studies, or processes that are significant to the Department's mission and work program (eg, Area and Functional Master Plans, Sector Plans). Reviews and analyzes development plans (Mandatory Referral, Preliminary Plan, Site Plan) applications to ensure that park needs are met while minimizing park impacts.IMPORTANT SKILLS AND CHARACTERISTICS: * General knowledge of outdoor recreation use concepts and the planning process* Experienced GIS user comfortable working with large datasets, looking up information in GIS, creating basic, legible, illustrative maps for use in presentations and creating new spatial datasets for projects as needed.* Experience convening and leading focus groups and leading meetings with a diverse group of stakeholders.* Proficient in MS Office Suite (Excel, PowerPoint, Microsoft Word), including TEAMSCOMMUNICATIONS: * Interpret and communicate the policy and procedures, including confidential and sensitive issues, in an effective manner.* Empathic listener with proven ability facilitating difficult conversations.* Collaborative decision-making style, with a proven track record of working effectively with diverse individuals to drive decision-making and results.* Ability to synthesize data and transform it into coherent, strategic workplans.* Demonstrate ability to manage complex problem-solving, emerging with strategic plans and equitable deliverables.PREFERRED QUALIFICATIONS: * Background in one or more of the following: youth sports, physical education, therapeutic recreation, recreational management, sports facility management, fitness management, sports marketing, etc.* Strong project management experience* Experience working within large and complex government organizations, preferably in parks and recreation* Proficiency in public speaking* Superb written, verbal, organizational, and interpersonal skills* Working knowledge of how to interpret recreation use factors which may affect park planning* Ability to communicate in another language a plus Minimum Qualifications Master's degree in planning, architecture, parks, engineering, environmental science, or equivalent disciplines related to job function and three years of progressively responsible professional level planning experience at the journey level; OR an equivalent combination of education and experience.
