As a Technical Agile Coach II, you will be part of an ecosystem where you will encourage team innovation and collaboration with federal employees and other stakeholders, in a team based scaled Agile approach, to create a collaborative culture focused on delivering mission value in the most effective and efficient process possible. In this role, you will provide hands-on learning in the use of Lean, Agile and DevOps methods. As a servant leader, you will immerse yourself in the Agile teams, personify a pioneering spirit, and apply innovative thinking in Client and unique situations that will lead to accomplishment of mission objectives. Responsibilities * Provide technical coaching that promotes repeatable, sustainable and maintainable solutions for the continuous delivery of software. * Help align the agency with new development methods, platform engineering, continuously evolving development patterns and technology, and implementation planning, such as XP, TDD, BDD, DevOps and DevSecOps. * Provide support to build team technical capability within Client components for code development, automated testing and frameworks, continuous delivery/continuous integration, by guiding engineers on Agile technical best practices and emerging technology and tools. * Provide support that promotes technical best practices through paired programming, knowledge sharing, and collaboration, within the team(s) for implementation. * Will evaluate technical standards and policy, provide recommendations and assist with the implementation of those technical standards throughout the IT organization. * Will assist IT programs and organizations to identify technical solutions that will the increase the agency's resilience to cyber risks and assist in applying and adapting cybersecurity solutions within the organization's Agile framework. * Will provide mentorship, education and developing/delivering guidance and instruction documentation for the organization's evolving technical platform, automation framework, and emerging technology. Requirements * Bachelor's degree and/or 5-10 years of experience. * Must hold a valid and verifiable professional Agile certification (or equivalent) from an industry-recognized agile coach training organization such as: Scaled Agile Framework; ICAgile; Agile Alliance; or Scrum Alliance. * Experience designing and implementing agile coaching engagements for mid to senior level professionals, emerging leaders and first-time managers. * Hands-on experience and deep understanding of multiple architectural and developmental concepts and technologies to include (but not limited to): * Workflow * case management * complex event processing * content management * databases * cloud * build and CI/CD scripts such as Maven, Gradle, Groovy, Common Jenkins, containerization and orchestration. * Demonstrated hands-on experience in IT security: * Infrastructure provisioning such as Ansible, Chef and Puppet * Container based deployment such as: OpenShift, Kubernetes, Docker, AWS, Java Spring, Framework, .NET, Ruby on Rails, data architecture, big data, or API management tools such as Apigee and Kong, or Stream processing software platform such as Kafka and other message brokers etc. * Ability to adopt and integrate collaborative designs across application and engineering lifecycles and levels of abstraction (enterprise, solution, product-lines and project designs). * Knowledge building a Continuous Delivery Pipeline with DevOps culture, and mentoring development teams to adopt best practices such as code simplicity and coherence, test driven development, specifically shifting security to left, trunk based development, pair programming, and emergent design. * Knowledge of DevSecOps automated delivery principles, using a containerized, secured, microservices based architecture on Container Platform for delivering its capabilities in the public cloud. * Collaborating and providing guidance to development teams in evolution of modular, extensible, testable, scalable and most suited architecture/technologies/tools for their implementation. Desired Requirements: * Expertise in existing technologies at USCIS. * Understanding of current USCIS architectural ecosystem of various programs, processes and business needs. * SAFe Certification is considered under the verifiable professional Agile certification.
