We offer competitive benefits, exceptional professional development opportunities, and a culture of innovation that embraces diversity, inclusion, flexibility, collaboration, and career growth.The Center for Government Effectiveness and Modernization (CGEM), VA / DoD Technology and Health Integration Division is seeking an experienced senior healthcare executive with deep knowledge and substantial experience in enterprise-level transformation, specifically within the Military Health System. MITRE's CGEM division supports the Defense Health Agency (DHA) and the Veterans Health Administration (VHA) in its major initiatives to inform and advise on policies, strategies, capabilities, organizational structures, programs, and information technology infrastructure as directed to ensure high quality and fiscally responsible care to enterprise beneficiaries. As a member of the CGEM Health Team, you will work collaboratively in a fast-paced, politically sensitive environment, on a range of challenging, dynamic, and complex areas with various stakeholders to help the DHA and VHA improve their delivery of healthcare through the appropriate integration and enhanced interoperability of services provided across the health enterprises.Key Functions:+ Build trusted partnerships with key internal and external stakeholders and influence DHA's strategic planning in achieving re-structuring/re-engineering of Programs and Policies to improve the coordinated accomplishment of missions.+ Demonstrate strong analytical planning and problem-solving skills with the ability to adapt and evolve approaches within a rapidly changing environment.+ Conduct analyses of military service level Research and Development programs that focus on research and development unique to military health requirements.+ Assess opportunities to improve DHA planning, performance, and budgeting process to enhance operations, reduce risks to Military Health, DHA and the VHA, and regain public trust to care for America's service members.+ Identify and work through integration opportunities to leverage the breadth and depth of the FFRDC experience and expertise+ Leverage understanding of DHA domain (processes, systems, and policies) to appropriately advise sponsors+ Employ a keen intellectual curiosity to explore system and process improvements+ Leverage creativity, innovation, business, and technical expertise and skills to provide recommendations and alternative solutions in response to sponsor requests+ Proactively identify opportunities where the FFRDC can increase its value to the DHA and VHA.+ Execute strong interpersonal, verbal and written communication skills to present technical results in an intuitive, actionable manner that can be understood by sponsor audiences, regardless of technical expertise+ Lead a high performing team and effectively collaborate with the CGEM Portfolio team and Department Head in the shared leadership modelRequired Qualifications+ Must be a US citizen capable of obtaining and maintaining a US Department of Defense clearance+ A Master's degree (in Health Policy, Acquisition, or other related majors) plus 20 years of healthcare experience in the following areas:+ - Experienced executive leader in DHA healthcare systems and operational medicine+ - Demonstrated success leading large, multi-facility organizations+ - Familiarity with the DoD research and development, acquisitions, and medical logistics processes+ - Experience with senior executive engagement and communications; executive-level thought-leader+ - Experience with strategic development, operational planning+ - Proven experience with policy development and implementation+ - Experience with large, complex program management and program oversight+ - Demonstrated experience leading change through organization performance improvement, leader development and building high performing teams+ - Strategic thinker with the ability to breakdown complex problems into manageable concepts+ - Ability to employ an enterprise/holistic perspective+ - Strong track record of working collaboratively in a shared-leadership model and influencing others+ - Experience balancing and meeting multi-stakeholder demands in a rapid-paced environment+ - Demonstrated experience building trusted relationship with customers+ - Strong track record of leaning-in, being agile and adaptable, and willing to learn in complex environments+ - Familiarity with healthcare delivery models, alternative payment models, public policy, value-based purchasing, and/or provider network management Preferred Qualifications+ A Master's degree (in Health Policy, Acquisition, or other related majors)+ Preference given to qualified candidates with current / active DoD clearance.+ Multi-year experience in DHA healthcare systems and operational medicine+ Acquisition experience+ Medical Research and Development experience This requisition requires the following clearance(s):SecretMITRE is proud to be an equal opportunity employer.
