Position Description XLA is looking for a Federal Asset Forfeiture SME to support a federal agency located in Washington, DC. The ideal candidate will serve as the team lead and as an expert advisor and consultant to senior management on complex and challenging issues relating to Legislative issues, Program Policy, Process Improvement, Budget and Strategic Planning, and Training. Responsibilities will include, but will not be limited to, the following: * Performing research and analysis -- often related to identifying legislative requirements and/or proposals and providing organizational findings for programs, policies, and activities; * Reviewing and analyzing complex information as well as developing and evaluating action plans to address specific issues; * Analyzing and integrating information to identify issues and draw sound conclusions; identifying and evaluating alternative solutions to problems; and making sound, well informed, and timely analysis and/or recommendations; * Conducting analysis on new laws and regulations issued by external stakeholders in order to determine whether existing policies and procedures are impacted. * Advising senior leadership in developing and/or analyzing overall policies, programs, regulations and short and long-range plans; * Assisting Government personnel with updating existing Asset Forfeiture Program's policies and programs; * Assisting Government personnel with preparing outreach documents to include email announcements, meeting agendas and minutes, and memoranda that pertain to the Asset Forfeiture Program's policies and programs; * Assisting Government personnel with preparing documentation, organizational charts, and recommendations for the Assets Forfeiture Program's policies and programs. * Participating in developing and documenting long and short term planning efforts; and reviewing long and short-range plans, resource projections, priorities, and justifications as they relate to organizational structure and business processes; * Preparing, analyzing, and reviewing various internal and external reports required for the Assets Forfeiture Fund's Programs and policies. Some examples of this include status reports regarding cost and/or asset-related data. This may also include ad hoc requests for information and reports on an as needed basis; * Preparing documents, white papers, or other required documents necessary to obtain stakeholder assistance with the Assets Forfeiture Program; * Assisting Government personnel in conducting process improvement reviews regarding the Department of Justice's Assets Forfeiture Program's operational processes and making recommendations for operations and efficiencies; and * Analyzing and integrating information to identify issues and draw sound conclusions; identifying and evaluating alternative solutions to problems; and making sound, well informed, and timely recommendations. * Assisting government personnel in analyzing component budget submissions, financial documentation, and budget allocations for participating components. * Researching and documenting strategic options to include mission, goals, and objectives to be used by the Government to improve program policies, business practices, methods, and organizational structure; * Preparing written communication to assist the government advance strategic objectives both internally and with partner agencies; * Conducting organizational design and workforce planning efforts to assist the government in achieving the organizational and workforce alignment needed to execute against strategic objectives and priorities. * Assisting government personnel with identifying training needs, designing curriculum, developing training content and materials, and facilitating the delivery of training.
