Duties Help Duties Summary The United States Capitol Police (USCP) is a CALEA nationally-accredited, federal law enforcement agency. The USCP safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. Learn more about this agency Responsibilities This position is located in the US Capitol Police, Operational Services Bureau, Special Operations Division, and Off-site Delivery Center (OSDCS). The incumbent is responsible for examining, registering, and securing all delivery vehicles and their contents for explosives and weapons before they are allowed to proceed to the Capitol complex. At full performance level of CP-5/GS-07, the duties include: Operates x-ray machines to screen cargo for explosives, weapons and illegal contraband. Off loads cargo from delivery vehicles, visually inspects cargo, loads cargo on the x-ray machines, and approves cargo before authorizing it to be loaded back into the vehicles. Ensures that all items removed from delivery vehicles are properly reloaded and the vehicle doors properly secured before the vehicle departs the Off-Site Inspection Station. Visually inspects delivery vehicles for explosives and weapons, using creepers for hands-on inspection of the undercarriage. Where practical, uses mirrors to view/inspect vehicle undercarriage when it is too low for creeper inspection. Visually inspects the engine and passenger compartments of delivery vehicles to include the inspection of the glove box and any items in sealed containers. Assists K-9 explosive detection teams and assists civilian freight handlers in their duties. Provides building security for the delivery center facility in accordance with Departmental Orders, guidelines and standard operating procedures. Safely directs the ingress and egress of delivery vehicles at the Off-Site Delivery Center. Enters and retrieves driver and delivery related information into the data base using the Department's computer system. Assists with the maintenance and cleaning of the work site. Assists sworn officers in determining the compliance status of vehicle and material screening security sites for use in inspection and enforcement targeting, and in identifying potential violators attempting to bring illegal weapons or explosives into the Capitol complex. Assists officers in carrying out security screening procedures designed to afford maximum security, such as assisting K-9 units or directing vehicles entering or leaving the area. Assess security screening activities; independently gathers data from the department's computer system, prepares reports, and makes recommendations consistent with established security screening practices. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Must have Direct Deposit. Shift work may be required. Occasional overtime may be required. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. Applicants qualifying for the CP-04/GS-06 grade levelmust have one (1) year of specialized experience equivalent to the next lower grade level (CP-03/GS-05), which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Applicants qualifying for the CP-05/ GS-07 level must have one (1) year of specialized experience equivalent to the next lower grade (CP-04/ GS-06), which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position AND works independently with less supervision to make recommendations consistent with established security screening practices. Specialized Experience is defined as work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided knowledge of protective systems and techniques. Physical Requirements: You will be required regular and recurring physical exertion such as long periods of standing, walking, stretching, bending, reaching, carrying or moving equipment/materials, and similar activities. Position requires the ability to go underneath (using a creeper) and climb on top of large vehicles in order to perform visual inspections. Employee must be able to lift and/or move items weighing up to 50 pounds unassisted, and items weighing more than 50 pounds with assistance. The incumbent engages in such exertion when screening/inspecting vehicles/trailers and materials for illegal or banned items on deliveries to the Capitol Hill complex and the Library of Congress, participate in training, climb stairs or ladders, and walking in and around large buildings. Working Conditions: Works outside in all kinds of weather, in addition, when operating vehicles, drives in all types of weather and traffic and is exposed to the possibility of accidents. Work is performed both indoors and outdoors in all types of weather. Incumbent is exposed to heat, cold, wind, dirt, dust, mud, and water in the performance of duties of this position.
