Overview Staff Officer (Mid) provides total force management support to the Other Defense Agencys (ODA) Military Integration Office (MIO) for the J1 (Manpower and Personnel), Military Service Elements, and Reserve Integration Office. Managerial, oversight responsibilities of the Staff Officer include, but not limited to, space planning, supplies, human capital reporting and accountability, Microsoft SharePoint maintenance, drafting of standard operating procedures, and scheduling for the ODAs Military and Mobilization Assistant (DMMA), MIO Deputy Director, and Staff Director. Responsibilities + Provides force total management and business management operations support to the Director ODA Military and Mobilization Assistance (DMMA), Executive Officer - DMMA, and the Director - Military Integration Office (MIO) in the areas of Force Management, Force Integration, Force Design, Manpower Studies and Analysis, and Transformation + Advises and recommends to senior leadership and management officials total force management policy and initiatives, relative to total force management matters/issues. + Plans, conducts, and advises senior leadership and management officials on a wide range of complex total force management functions + Facilitates the formulation, coordination, integration, and synchronization of staff actions, tasks, events, and other activities of subordinate elements. + Conducts a wide range of complex functions to support senior leadership and management officials within the ODA. + Advises senior leadership on matters relating to the accomplishment, coordination, integration, and synchronization of a variety of substantive staff actions, events, and other related assignments. + Provides information on continuing, current, and proposed actions, programs, and plans. + Conducts integration of organization actions, events, and activities to facilitate effective management of subordinate elements. + Initiates and ensures effective communication, coordination and follow-up actions with subordinate elements. + Keeps abreast of new policies, procedures, regulations, directives, etc., and develops, recommends and issues adequate instructions to subordinate elements for proper implementation. + Coordinates, monitors, and evaluates activities concerning administrative issues. + Examines operations and actions to identify and record best practices, inefficient practices, and recommends improvements. + Interacts and collaborates with a variety of personnel to make decisions on administrative issues. + Plans, drafts, reviews, and implements MIO policies + Provides a weekly performance update to the MIO Staff Director and MIO Executive Officer detailing work completed and work planned. + Conducts interviews + Briefs Client senior leadership on total force management matters + Prepares instructional manpower study reports, correspondence, and In Progress Reviews + Develops concepts of operation, create process flow diagrams, author standard operating procedures, and develop program plans encompassing assumptions, limitations, interfaces, responsibilities, and specific requirements of the program elements. + Manages, reviews and analyzes quality reports. + Maintains collaborative liaison with DoD, US military services, CCMD, ODA, and IC entities or affiliates. + Performs a full range of administrative support services. + Monitors operational issues. + Compiles total force management information and maintaining databases. + Facilitates continuous information sharing, knowledge management, communications, and reporting support within ODA. + Utilizes multiple forms of communications systems (eg telephone, fax, radio, etc.). + Develops clear and concise written products that require minimal revision. + Works proficiently in Microsoft Office applications (Word, PowerPoint, Excel, etc.). Qualifications + Minimum Qualifications + Bachelors Degree in any field; high school vocational school, or trade school diploma, or a GED equivalent and five (5) years work experience in a similar field may be substituted for degree requirement + Certifications + Must have Valid US Drivers and be able to obtain an International Drivers License. + Must have a valid US Passport + Be able to acquire and meet US Central Command Medical Screening. qualifications, if Client directed + Travel + Five (5%) percent travel or more as Client directed + Clearance + Must have an current, adjudicated, and active TS/SCI security clearance with CI Poly. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information. + Experience + Minimum of five (5) plus years' of US Military, Intelligence Community (IC), or Other DoD Agency (ODA) experience. + Minimum of five (5) years' of US military force management or equivalent experience + Microsoft Windows and Office Suite encompassing Excel, Word, Outlook, PowerPoint, Project, Access, Teams, and SharePoint + Knowledge: + IC, Joint Staff, DoD, ODA, CCMD, military service (including National Guard and Reserves compenent), and Federal Government organizational structure + IC, Joint Staff, DoD, ODA, military service (including National Guard and Reserves compenent), and Federal Government regulations and standards + Joint Publication (JP) 2-01, Intelligence + Joint publication (JP) 1-0, Joint Personnel Support + Interagency Concepts and principles, DoD military command and control operations, geographical areas of responsibility as pertains to the geographical Combatant Commands, air, land, and maritime combat operations at both strategic and operational levels. + Staff planning, execution, and monitoring of Joint military operations at the operational through strategic levels. + Skills + Written and oral communication skills, especially ability to brief senior officials. + Strong multi-tasker with the ability to manage time and priorities + Strong leadership, project management, team building and presentation skills. + Excellent time management, communication, and organizational skills. + Abilities + Brief Client senior leadership on operational matters + Conduct interviews + Prioritize, and problem solve effectively. + Manage, review and analyze quality reports. + Demonstrate proficiency in preparing instructional manpower study reports, correspondence, and In Progress Reviews + Manage and ensure the successful completion of multiple tasks independently, successively, or simultaneously. + Mentor junior staff. + Think critically and outside the box + Develop concepts of operation, create process flow diagrams, author standard operating procedures, and develop program plans encompassing assumptions, limitations, interfaces, responsibilities, and specific requirements of the program elements. + Supervisory/Budget Responsibilities + Lead, manage, and supervise a multifunctional team + Serve as team lead on single or multiple projects + Other Requirements + Work in an operationally-sensitive environment + Operate standard office equipment, such as a computer, copy machine and printer. + Function in an office environment in a stationary position approximately 50 percent of the time or more. + Subject to uncommon tours of duty and/or shift work. Employee may be recalled to duty with little or no notice. + Work normal business hours are 8:00 AM through 4:30 PM, Monday through Friday, excluding Federal Holidays. + Work well in team environments including demonstrate the ability to function independently with minimal supervision. + Develop and build relationships with staff officers, colleagues, contemporaries, and counterparts within parent organization as well as with external organizations facilitating the coordination of various ODA Client directed projects, and tasks. + Able to lift twenty-five percent (25%) of his/her body weight over his/her head.
