This position is located in the Department of Health And Human Services, Office of the Assistant Secretary for Health, headquartered in Washington, District of Columbia.

Responsibilities

At the full performance level duties include but are no limited to:

Serves as an analyst, independently or as part of a team, planning, managing and evaluating large public health programs and projects, public health contracts, grants, awards, cooperative agreements, and/or study activities.

Exercises responsibilities related to the initiation, management, and/or closeouts of grants, awards, and/or cooperative agreements.

Monitors and/or evaluates grantee/contractor performance and prepares for, assists with, or participates in negotiations.

Serves as project officer (or comparable position) and provides coordination, advice, oversight, and data analysis for research and/or demonstration on complex projects relating to public health programs.

Serves as public health analyst and functional representative for all related projects and activities and maintains relationships with internal and external stakeholders.

Serves on steering, planning, and other committees and work groups.

Minimum Qualification Requirements:

For GS-09:


A. Have at least one year of specialized experience, equivalent to the GS-07 level in the Federal service that includes assisting in developing public health strategies, procedures, and/or guidelines; participating in studies of public health program operations; and preparing a variety of memoranda, letters, transmittals, and recommendations.

OR

B. Have at least a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.B. or J.D., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR

C. Have a combination experience as described in "A" above and education as described in "B" above.

For GS-11:

A. Have at least one year of specialized experience, equivalent to the GS-09 level in the Federal service that includes developing public health strategies, procedures, and/or guidelines; conducting studies of public health program operations; recommending improvements to public health program planning processes; and preparing a variety of memoranda, letters, transmittals, and recommendations.[

OR

B. Have at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR

C. Have a combination of experience as described in "A" above and education as described in "B" above.

For GS-12:

Have at least one year of specialized experience, equivalent to the GS-11 level in the Federal service that includes at least four (4) of the following: 1) Developing public health policies; 2) Managing new initiatives impacting public health domestically; and 3)Monitoring domestic public health programs; 4) Providing advice and assistance to help various governmental and public, nonprofit, and private agencies to improve their public health activities; 5) Approving strategies, procedures, and guidelines for a public health program; 6) Translating legislation or policies into program goals, project plans, and services; and 7) Recommending improvements to public health program organizational effectiveness and efficiency.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
