Responsibilities

These positions are mission critical occupations and are responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Public Health Analyst, you will serve as an expert in public health and health-related programs, campaigns, concepts, practices, and procedures as they relate to poison prevention and control, in order to provide effective program management and direction.

Specifically, you will:
  • Serve as lead representative, project officer, or comparable position for administration of a comprehensive, multi-organizational grants and cooperative agreements.
  • Monitor the status of project applications and awards from objective review through post-award administration and produces documents and responses to requests for information required.
  • Analyze complex public health policies, programs, and statistical standards to advise senior management on public health policies, operations, products, and services.
  • Serve as an expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, State, national and/or international levels.
  • Manage multi-project initiatives that require coordination of complementary efforts and deliverables to achieve the program goals.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

    Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of qualifying specialized experience at the GS-11 level include performing the following types of tasks on a regular and recurring basis: Assisting senior staff to gather and analyze information on program effectiveness and compliance with state and local public health policies, regulations, and legislative requirements, including providing draft reports of findings; compiling qualitative and/or quantitative public health program data and providing summaries for use by senior management in decision making; and, providing technical assistance and advisory services to recipients of federally funded grants or cooperative agreements at a state and local level.

    In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

    Examples of qualifying specialized experience at the GS-12 level include performing the following types of tasks on a regular and recurring basis: Performing a range of activities for public health grants, cooperative agreements, contracts, or Interagency Agreements; independently collecting, analyzing and interpreting quantitative and/or qualitative information on program effectiveness and compliance with state and local public health policies, regulations, and legislative requirements, including providing reports on potential issues, deficiencies, etc. and identifying the corrective actions required; and leading workgroups, focus group, learning sessions, etc. for stakeholders at a state and local level to facilitate the promotion and enhancement of public health programs to underserved populations.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

      GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines. PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the impacts of health policies, proposals, and legislation on public health programs. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
