The USTPO Group Director Trademark Law Offices will formulate plans and programs to meet organizational objectives, allocates resources, establishes an organizational structure and operating procedures which will facilitate accomplishment of objectives, and establishes controls by which accomplishments can be reported and corrective action.

Responsibilities

The Group Director for Trademark Law Offices serves under the general administrative direction of the Commissioner for Trademarks and the Deputy Commissioner for Trademark Operations. As the Group Director of Trademark Law Offices, the incumbent plans, coordinates, and manages the activities of a group of Trademark Law Offices, each supervised by a Managing Attorney. The primary function of the Law Offices is to examine applications for the registration of trademarks, service marks, collective marks, and certification marks to ascertain whether the applicants are entitled to federal registration under the Trademark Act of 1946.

The Group Director for Trademark Law Offices, In coordination with the Commissioner for Trademarks and the Deputy Commissioner for Trademark Operations, delineates fundamental organizational goals and ensures that necessary measures are taken to attain established objectives.

Additional but not limited essential duties and responsibilities are as follows:
  • The incumbent will manage and coordinate trademark examining functions involving the services of a professional examining corps engaged in diversified legal and registration procedures.
  • The incumbent provides leadership in achieving continuity of purpose, administrative integration, production efficiency, and uniformity of practice throughout the Trademark Examining operation.
  • The incumbent prepares and promulgate notices, directives, and procedural instructions to implement and maintain statutory requirements, Trademark Rules of Practice, and policy decisions.
  • The incumbent participates in the development of revisions to the Trademark Rules of Practice. Develops and implements policies, plans, and procedures governing organizational relationships, delegations of authority, the flow and distribution of work, accountability requirements, allocations of facilities, and examination techniques and practices, etc.
  • The incumbent establishes and maintains standards of professional competence, ensuring that Law Offices are adequately staffed with qualified examining attorneys and support personnel.
  • The incumbent analyzes and interprets workload and production to achieve balance and maintain optimum pendency and backlog levels.
  • The incumbent will develop and implement techniques for reducing costs, improving practices, and streamlining work procedures within the Law Offices, including representing the Office to Bar groups and other interested parties.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of executive level managerial capabilities. To qualify, the applicant's resume and responses to Executive Core Qualifications (ECQs) and Professional Technical Qualifications (PTQs) must demonstrate technical and leadership experience/expertise as they relate to the duties describe.

Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/technical qualifications and executive core qualifications set forth below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The PTQs for this position are:

1. Describe your demonstrated in-depth knowledge of legal issues associated with the preparation and/or prosecution of trademark applications, or the classification and examination of trademarks, or in comparable work in the trademark field.

2. Demonstrated high level experience with policy development, and program planning/evaluation.

3. Demonstrated in-depth knowledge and experience in law office management and administration.

Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education

The incumbent must be a graduate from a law school accredited by the American Bar Association and be an active member in good standing of the Bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Incumbent must maintain membership of the Bar of a state or territory of the United States, the District of Columbia, or Puerto Rico to uphold this position.

Probationary Period: You will be required to serve a one-year probationary period unless you previously completed the probationary period in the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed SES members may be reassigned at the discretion of the appointing authority

This is a Non Bargaining Unit position.
