Responsibilities

Physician positions are a mission critical occupation for HRSA. These positions are responsible for formulation of policy and programs administered by Health Resources and Services Administration to provide advice and assistance to Bureaus, Department of Health and Human Services, and other Federal entities as related to the medical aspects of primary health care programs for underserved populations.

As Director of the Division of State and Community Health, you will exercise full authority in planning, managing and directing the national programs for which DSCH is responsible.

Specifically, you will:
  • Provide authoritative medical consultation, guidance and leadership to national, state and/or local government agencies, universities, health-related organizations, in the development, extension and improvement of programs and services for women and infants, children and children with special health care needs.
  • Review, analyze and develop program plans, legislative proposals relating to state and community health.
  • Direct an interdisciplinary group of health professionals and technical specialists who have expertise in such areas as medicine, nursing, public health, and social work.
  • Oversees the development of program and policies and guidance for standards of service needs, the provision of consultative services to developing and operating programs.
  • Serve as the central point of accountability for grant programs relating to all Division responsibilities.
  • Serve as an authoritative source of information on issues related to the identification, treatment, and overall health of women, infants, children and children with special health care needs; and on issues related to the quality systems of services for these populations.
  • Provide leadership in creating ways and methods of measuring program progress, effect of program services on immediate and long-term problems, relative benefits of specific methods of delivery of services, and impact of variations in expenditures.

BASIC QUALIFICATION REQUIREMENTS:

A. Degree: You must have a Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association , Association of American Medical Colleges , Liaison Committee on Medical Education , Commission on Osteopathic College Accreditation of the American Osteopathic Association or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A copy of your transcripts is required by the closing date of this announcement. Failure to do so will result in you being rated ineligible for this position.

OR
B. Have a Degree from Foreign Medical School : A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country.

successful completion of the U.S. Medical Licensing Examination.

AND
GRADUATE TRAINING: Your resume must clearly indicate the starting (MM/YYYY) and ending dates (MM/YYYY) and where the training was completed.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below:

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or Accreditation Council for Graduate Medical Education (ACGME).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

AND
For GS-15 you must have five (5) years of graduate training in the specialty of the position to be filled OR equivalent experience and training. Appropriate specialties are those related to the position being filled such as Pediatrics, OB/GYN, Family Medicine or Internal Medicine.

LICENSURE REQUIREMENT:

You must also have an active, permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide a copy of your current/active license with your application by the closing date of this announcement.

SELECTIVE FACTOR :

In order to meet the basic qualification requirements for this position, you must be board certified or board eligible by the American Board of Medical Specialties (A.B.M.S) in a specialty related to the position being filled such as Pediatrics, OB/GYN, Family Medicine or Internal Medicine. You must provide a copy of your board certification or board eligibility with your application as verification that you meet this requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social).
