This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a Program Manager (Urgent Solutions) at the GS-0340-13/14 some of your typical work assignments may include:
  • Develops detailed project plans, tasks, milestone dates and schedules to ensure proper sequencing of events and budgets throughout the life cycle of the acquisition programs/projects. Incumbent performs a wide variety of analytical and administrative duties related to acquisition management and is responsible for formulation, justification, development, and execution of urgent material solutions.
  • Monitors commitment, obligation, and expenditure rates for assigned projects and activities and determines project course corrections in order to meet DTRA and DoD Program goals.
  • Provides cost assessment, planning, scheduling and monitoring of all WMD Defeat projects and maintains complete records of past, present, and planned work for analysis and planning for use in budget preparation and presentations to higher authorities.
  • Develops required programmatic and fiscal documentation to support the planning, programming, and budgeting system and makes necessary programmatic and technical judgment of priorities.
  • Formulates detailed plans and cost estimates for proposed projects and prepares statements of objective, statements of work, and task orders.
  • Performs technical monitoring and management of direct contracts, military interdepartmental purchase requests, interagency cost reimbursable orders, and other funding vehicles to meet program financial objectives in accordance with DTRA and Office of the Secretary of Defense (OSD) goals.
  • Defends program plans and budgets and recommends redirection or termination of existing activities to ensure that the highest quality of work and highest priority activities are being achieved.
  • Ensures CXU workforce compliance with DTRA acquisition processes, rapid acquisition best practices, and procedures to ensure accountability for sustained project development and to meet federal procurement regulations adequately.
  • Convenes regular information planning sessions, maintains productive interaction with all Counter WMD stakeholder entities, reports on the status and progress of work accomplished to date, and reviews completed work of others to ensure all deadlines and priorities are met.
  • Serves as the primary interface between funded Service Program Managers and the RD-CXU to coordinate technology development, production, and evaluation.
  • Provides expert oversight/coordination of assigned programs.
  • Coordinates with Service Program Managers for RD-CXU funded programs to facilitate acquisition strategy to include development, evaluation, fielding, employment and ultimate transition to Service Program of Record (POR) or other disposition.
  • Monitors and reviews all assigned initiatives to ensure that resources are consistent with goals and objectives to be accomplished, assuring any changes are made in an expeditious manner.
  • Chairs meetings with subject stakeholders to ensure appropriate interests are represented, functional requirements are included in program/projects analyses and designs, business practices are addressed and/or redesigned and that stakeholder feedback is incorporated into program/project plans and execution.
  • Provides expert quality control/quality assurance of external contractor performance toward achieving milestones and objective (deliverables).
  • Provides resolutions to problems related to any portion of CXU programs, and provides input to contractor's performance in meeting or exceeding Performance Work Statements (PWS).
  • Reviews progress of projects by measuring performance and performance trends, forecasting schedule, budget, manpower, or quality problems and ensures proper resolution of issues
  • Reconciles sponsor/customer concerns, ensuring all participating parties are informed of project costs and schedule changes.
  • Maintains continual cost analysis of operating functions and recommends reprogramming actions as applicable.
  • Periodically reviews contract elements and operating programs to identify areas requiring managerial oversight and to ensure agility of the CXU.
  • Considers a broad spectrum of factors when making recommendations to the CXU Division Chief, RD-CX Director or RD Director.
  • Consistently implements policies and procedures from higher headquarters fairly and appropriately.
  • Considers areas such as recurring major problem areas, status of funds, overtime requirements, personnel requirements, necessary changes in the organization, project priorities, and staffing patterns in relationships to meet operational needs and requirements.
  • Represents the CXU and gives briefings at the general officer level and at conferences with Service commands and/or private industry as a consultant on Counter WMD matters pertaining to the assigned mission/functions of the CXU.

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Managing projects using standardized project management methodologies
  • Developing and managing project scope, schedule, and cost
  • Monitoring progress and completion of projects
  • Developing contract Statement of Work, specifications, and cost estimates
  • Resolving policy problems associated with project management
  • Managing client project requirements
You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
  • Managing projects using standardized project management methodologies
  • Developing and managing project scope, schedule, and cost
  • Monitoring progress and completion of projects
  • Developing contract Statement of Work, specifications, and cost estimates
  • Resolving policy problems associated with project management
  • Managing client project requirements

This is an Acquisition Workforce position in the Program Management career field. The incumbent is required to become certified, Level II in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months.
