Responsibilities

You will:
  • Serve as the lead financial adviser to Office of Resource Conservation and Recovery (ORCR) and the eManifest leadership team for the eManifest program.
  • Serve as a project officer (PO) responsible for oversight and financial management of the eManifest contractual requirements.
  • Provide recommendations regarding financial control systems to senior management officials throughout Office of Resource Conservation and Recovery (ORCR).
  • Serve as a team leader responsible for ensuring that the work of the team is organized around objectives and milestones.
  • Serve as Office of Resource Conservation and Recovery's (ORCR) grants management advisor and liaison to Office of Land and Emergency Management's (OLEM) front office and Office of Acquisition Solutions (OAS).

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as applying a range of qualitative and/or quantitative methods in order to provide assessment and improvement of management processes and systems to program operations; assessing the productivity, effectiveness, and efficiency of the eManifest financial program; and establishing criteria to measure and/or predict the attainment of the eManifest program or organizational goals and objectives.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:
  • Knowledge of the complex concepts, principles, policies, practices, laws, and regulations, relating to the program management of budget, contracts, and grants for a national program.
  • Ability to work directly across the Agency and with Office of Management and Budget (OMB) and the Treasury department on the collection, tracking, and disposition of fees collected to fund a national program.
  • Ability to develop contract budgets and annual Congressional Justifications to support strategic planning for the eManifest program.
  • Skill in setting up unique internal controls and reports to monitor the cost, management, and overall technical performance of the eManifest contracts.
  • Knowledge of EPA's appropriations policies.
  • Skill in planning project goals or missions and identifying problem solving processes for problems that arise during the life of the project.
  • Preparing and presenting briefing materials to upper level management.
  • Knowledge of EPA's financial control systems.
  • Ability to motivate and coach team members to meet their objectives using effective interpersonal and team process techniques.
  • Skill in planning, organizing, and directing team study work.
  • Ability to research, compile pertinent information, and respond to requests from EPA's Office of Grants and Debarment.
  • Ability to obtain and maintain project officer (PO) certifications and training.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
