Summary

This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service (EDU) and serves as the Supervisory Management and Program Analyst for the Executive Management Support team.

Responsibilities

  • Supervising a unit or team of employees to ensure tasks are complete.
  • Plans presentation of budget matters information pertaining to the Regional Processing Offices (RPOs) and Central Office (CO).
  • Provides technical and policy guidance for all budgetary matters to Regional Processing Offices (RPOs).
  • Ensures communication products from program and staff officials are complete, factually correct and replies are in compliance with policy.
  • Takes prompt action to resolve simple, informal complaints of employees.
  • Makes selections and recommendation for promotions, reassignments, details training, and incentive awards for subordinates.
  • Coordinating activities with offices within VA and managing the day-to-day administrative activities for Education Service leadership, management, and staff.
  • Interprets regulatory, policy, and procedural requirements in order to correctly and fully advise management on all aspects of HR personnel management activities.
  • Conducts studies on various activities and functions related to human resources and workload management to make recommendations.
  • Advises management on all aspects of HR personnel policy issues to resolve personnel management matters.
  • Develops long-range management plans, such as strategic plan and milestones for each measure, for the efficient and effective operations of the organization.
  • Reviews laws, VA administrative issues, and special instructions to determine their effect on organizational need for new or revised local policies, procedures, or controls.
  • Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations to if goals and objectives are being met.
  • Analyzes accounting and budget data and integrates program and workload data to assist VA managers in decision making.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-14: 52 weeks at the GS-13 level.

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: experience with human resource management systems and merit promotion procedures; managing and/or supervising the work activities of subordinates; identify rules, principles, or relationships that explain facts, data, or other information; preparing programmatic reports, charts, graphs, and statistical data for presentations and briefings; proofreading and editing their own and subordinates work; addressing performance problems; dealing with multiple and various human resource related issues; working with accounting systems, financial reporting systems, or budgeting for Federal Agencies.

Education: There is no education substitute at the GS-14 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer works helps build critical competencies, Knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Relocation Expenses: Relocation expenses are authorized for this position. The Department of Veterans Affairs offers Permanent Change of Station (PCS) relocation services. Permanent Change of Station is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. In consideration of the payment of expenses for travel and transportation, the selectee agrees to remain in federal service for twelve (12) months following the date of transfer. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
