Summary

A successful candidate in this position will serve as Senior Loan Administrator for Portfolio Management Division (PMD), coordinate with borrowers, the loans servicing bank, and the U.S. Treasury. Providing annual and ad hoc Documentum training to the PMD; assist Risks Management Division with training external auditors on IT systems; and supports upon request during annual independent audits.

Responsibilities

As a Loan Specialist, you will:
  • Receive requests from multiple large-scale commercial infrastructure project finance/corporate borrowers; performs data quality review; create tasks in LPO's workflow systems (Quicksilver).
  • Manage the workflow process of credit monitoring plans, credit subsidy modifications documentation, collateral appraisal, data control and maintain an auditable record of activities completed among the projects.
  • Review all related loan documents for assigned loans and consult with other LPO staff as disbursement documents prepared by transaction-related parties are reviewed for approval. Ensure that all terms and conditions of the related agreements pertaining to disbursements are enforced and adhere to policy.
  • Identify loan administration issues and assess their impact on LPO policies and procedures and provide administrative assistance to the deal team to resolve any issues related to disbursements, post issue requests, and covenant compliance under the transaction.
  • Track the parameters identified for instructing, guiding, and advising transaction-related parties on the proper procedures for loan administration issues by frequent written and oral communications and discussions.
  • Establish covenant compliance monitoring process by entering covenants from loan documents into Quicksilver; generate tickler system for each covenant; manage receipt of documentation on weekly, monthly, quarterly, and annual basis; indicate in Quicksilver when covenants are satisfied; notify PM Officer if any covenant becomes past dues; and enter any covenant modifications and the covenant monitoring package into Quicksilver.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
  • Analyzing, evaluating and managing disbursements, waivers, consents and amendments for large industrial and infrastructural project finance and/or corporate loans that exceed $50 million - particularly those in renewable energy, nuclear energy, power, transportation, oil and gas, telecommunications, petrochemical or mining sectors - to determine compliance with policies, regulations and procedures.
  • Collecting, analyzing, and preparing data associated with large (greater than $50 million) project finance and/or corporate loans to be utilized in project status and credit reports for presentation to loan committees or other governing boards.
  • Reviewing documents associated with the resolution of "Special Assets", including bankruptcy, compromise or sale/pledge agreements, and coordination of efforts between the collateral agent, loan servicer, financial advisors, attorneys, US Treasury and DOE.
  • Reviewing, managing, and verifying the transfer of all loan documents from loan origination to portfolio management, including the coordination of all documentation between the borrower, DOE, attorneys, loan servicer, collateral agent, and the US Treasury.

  • Skill in applying Government lending program policies, practices, laws, and regulations related to energy projects, thorough knowledge of credit risk and financial statement analysis, sufficient to extensively analyze the most complex and/or unprecedented borrower request and transactions including all applicable underlying financial, managerial, operational, economic, regulatory, loan security, and legal problems and issues.
  • Knowledge of a wide range of qualitative and/or quantitative methods for the improvement of complex management processes and systems.
  • Knowledge of loan and grant regulations, policies, procedures, practices, and operational guidelines required to serve as a program authority and consultant both within and outside a loan program.
  • Knowledge of load administration rules and practices and how these affect disbursements and covenant compliance under medium and long-term guarantees/loans.

    Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

    OR

    Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
