Summary

The Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) established the Office of Financial Research (OFR) within the Treasury Department to improve the quality of financial data available to policymakers and facilitate more robust and sophisticated analysis of the financial system. This position is located in the Office of the Associate Director, Data Strategy and Standards.

Responsibilities

As a Senior Standards Specialist, you will:
  • Lead teams in data standards projects in one or more of the following: ontology and semantics development; analysis of new financial industry data standards developed by standards-setting bodies; development or analyses of financial industry data standards or major organizational policy to establish new standards or compliance with new standards. Performs analysis of complex financial industry issues relating to the establishment and implementation of data standards.
  • Provide authoritative analytical support on information and data standard initiatives and operations.
  • Conduct independent mission-oriented programs to enhance inter-agency data sharing and interoperability for the purpose of monitoring and analyzing threats to financial stability.
  • Serve as an expert technical specialist and advisor on information and data standards implementation with expertise in financial market operations; data and information modeling; data semantics and ontology; data management policies; and, financial industry and regulatory agency data standards.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the OR-60, (GS-14 equivalent): An applicant must have one year of specialized experience equivalent to at least the OR-53, (GS-13 equivalent) the Federal service. Specialized experience includes:

- Experience developing and implementing a data standards program; AND
- Experience participating in a standard-setting body serving the financial markets (e.g. International Organization for Standardization (ISO), Financial Information eXchange (FIX), International Swaps and Derivatives Association (ISDA), Accredited Standards Committee X9 (ASC X9), etc.); AND
- Experience applying a broad knowledge of financial market operations (e.g. trading, settlement, payments, asset servicing, etc.), information technology, and data management.; AND
- Experience writing materials such as reports, speeches, or presentations for senior officials.

CONDITIONS OF EMPLOYMENT:
