Responsibilities

Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

This position is located in the Office of the Chief Financial Officer/Division of Controller of the Export Import Bank of the United States.

At the full performance level, duties include, but are not limited to:
  • Primary liaison for brokers and insured parties regarding commissions, premium payments and transaction reporting. Confirms accuracy of commission payment calculations. Initiates commission payments to ACH bank. Obtains ACH information from brokers and forwards the information to Cash Control office. Contacts brokers and insureds' to resolve discrepancies or obtain additional information. Researches and resolves discrepancies for commission and premium payments, advance deposits, accounts receivable.
  • Prepares various schedules, comparative analysis and reports to support findings; advises relationship managers of discrepancies.
  • Records receipt and disbursement transactions to standard general ledger. Verifies and adjust commissions and premium payments.
  • Monitors all cash processing to include receipts, disbursements, interprogram transfers, unallocated and unidentified funds.
  • Monitors status of insurance policies to refund advance deposit for expired policies.
  • Traces various transactions through reports and transaction history data and insurance documents to reconcile various accounts; Analyzes insurance shipments and premium collections, unallocated and unapplied funds.
  • Reconciles and monitors various insurance accounts at month-end to ensure accuracy of recording insurance activity in the Financial Management System, EXIM Online and Standard General Ledger. This requires ability to trace and create accounting for transactions as well as make necessary adjustments to ensure sub-ledger and accounting correctness.
  • Prepares financial transaction analysis and journal entries to record financial activity using Generally Accepted Accounting Principles.
  • Performs monthly closing for Insurance Servicing in the EXO Insurance System.
  • Assists in the performance of procedural or system design studies involving all functions performed in the office. Makes recommendations to change or improve existing instructions, manuals and procedures that are inadequate, conflicting, out-of-date, or ambiguous.
  • Reconciles differences between EXIM Bank's records and those of the insured.
  • Considered a technical authority and assists lower level employees with complex issue and system procedures in processing transactions.
  • May be required to represent department in meetings with other managers and supervisors.

Qualifications

Basic Requirements:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements
  • In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:

    Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

    GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government. Specialized experience includes:
    • Processing AP and AR accounting operational tasks: Experience processing transactions in Accounts Payable and Accounts Receivable subledgers, including receipts, disbursements, research and resolution of cash suspense accounts (unallocated or unidentified funds);
    • Reconciliations sub-ledger to general ledger: Experience using technology (i.e. excel pivots, complex excel formulas, etc.) to prepare sub-ledger (i.e. Accounts Payable and Accounts Receivable) reconciliations to general ledger accounts to ensure proper recording of financial data in automated software systems; and
    • Accounting journal entries: Experience in preparing manual journal entries to record financial activity using generally accepted accounting principles.

    If you are substituting education for experience to qualify for at this level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree.

    OR

    If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.

    GS-12: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience includes:
    • Processing AP and AR accounting operational tasks: Experience processing Accounts Payable and Accounts Receivable transactions, including receipts, disbursements, research, and resolution of cash suspense accounts (unallocated or unidentified funds)
    • Reconciliations sub-ledger to general ledger: Experience using technology (i.e. excel pivots, complex excel pivots, complex formulas, etc.) to independently prepare sub-ledger (i.e. Accounts Payable and Accounts Receivable) reconciliations to general ledge accounts to ensure proper recording of financial data in automated software systems;

    • Accounting journal entries: Experience in analyzing financial information independently.
    Education cannot be substituted for experience at the GS-12 grade level.
