Summary

About the Position: Serves as Procurement Analyst in the Business Oversight Branch of the Norfolk District Contracting Division and is the technical authority for assuring that the District complies with Federal, Department of Defense (DoD), Department of Army (DA), US Army Corps of Engineers (USACE), and Directorate of Contracting (DOC) and PARC procurement policies, regulations, and directives, both prior to and subsequent to award of contract and modifications.

Responsibilities

  • Provides advice in acquisition planning, contractual strategy, and execution of acquisition programs.
  • Ensures that acquisitions reflect the application of good business judgment and complies with all levels of procurement policies, regulations and directives both prior to and subsequent to award of contracts and modifications.
  • Tracks systemic problems in technical execution of acquisition process and functioning as subject matter expert and technical authority responsible for conducting comprehensive reviews of contracting work products.
  • Coordinates compliance and reporting actions as requested for reports of procurement management reviews, inspections, investigations, contract operation review audits, and Congressional Inquiries.
  • Develops initiatives and guidance that ensure the fullest integrity of the source selection evaluation process and fairness and managing overall metrics for contracting division to ensure compliance and accuracy.

Basic Requirement for Procurement Analyst:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which include 1) Experience applying agency, federal, and Major Command (MACOM) contract law/policies to perform acquisitions and contract administration for construction, service, supply contracts.; 2) Experience using negotiation techniques to conduct cost and price analysis of contractor's proposals during negotiation procedures to ensure they meet negotiated objects; 3) Experience developing/recommending corrective actions to acquisition procedures/polices for the command; 4) Experience reviewing contract/acquisition documents (i.e. formal acquisition plans, source selection evaluation plans, and requests for justification & approvals) to determine compliance with agency, federal, and local polices/procedures; AND 5) Experience using multiple electronic acquisition systems such as the Standard Procurement System (SPS/PD2), Contracting Officer's Representative Tracking Tools, Wide-Area Workflow (WAWF), Federal Procurement Data System (FPDS), the Contractor Performance Assessment Reporting System (CPARS), and a Financial Management System.

This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-11 or above).
