Works as chief for the Agency Geospatial Services Branch. Assists the director of the GIS Division in the execution and planning of the GIS program regarding agency and public services. Serves as a member of the management team in the GIS Division, and as a senior subject matter expert managing complex projects and/or systems for the county-wide geospatial and information systems eco-system. Supports complex GIS platforms and applications and develops AGO/Enterprise content, training, and deployment standards for GIS. Works to understand agency needs and conducts outreach and communications with the GIS community on behalf of the division. Develops tactical IT plans related to GIS technologies and architecture, related applications, integration and interoperability with business applications, designing solutions to meet business, data and use cases. Consults with county agencies, DIT directors, and DIT peer IT architects and spatial analysts in evaluating agencies spatial data and business intelligence needs and proposes technical solutions. Provides senior technical expertise for customer agencies’ developers, GIS spatial analysts, data analysts, and practitioners. Researches and evaluates new and emerging technologies, methodologies in geospatial technologies, platforms, and location data science. Provides support to the County Emergency Operations Center in times of activation.

Duties
  • Team Management
    • Leads a team of 5 analysts and others as assigned to provide a wide variety of GIS and Locational Intelligence Services to Fairfax County Government. Participates on the management team and supports the director in the development and implementation of IT goals.
  • Special Projects and Requests for Assistance
    • Provides general consulting to user agencies.
    • Provides senior technical expertise for customer agencies, GIS spatial analysts, data analysts, and practitioners.
    • Consults with county agencies, GIS director, and DIT peer IT architects and spatial analysts in evaluating agencies spatial data and business intelligence needs and proposes technical solutions.
    • Conducts customer interviews for project intake.
    • Assigns projects to staff and manages workloads and timelines.
    • Alters, and develops map production standards as necessary.
  • Project Management
    • The position also serves as an IT project manager managing staff, contractors, project plans, and budgets as well as working with senior DIT leadership and user agency assigned project managers.
  • Training
    • Manages the GIS training program for internal users.
    • Creates appropriate resources to assist the public with public facing applications.
  • Communications and Coordination
    • Internal - Coordinates Annual GIS Excellence Awards Ceremony and GIS Day proceedings. Coordinates GIS system notices to the community. Leads programming for and organizes Fairfax County GIS Community Meetings. Coordinates various user groups. Gives presentations on GIS proposals, applications, etc. Manages division SharePoint site and resources. Oversees coordination of GIS help calls.
    • External - Manages GIS Division web presence and GIS content. Coordinates GIS efforts delivers public presentations or staff events - town halls, committee meetings Manages GIS HelpQ for public interfacing via email and phone.
  • System Management
    • Develops strategic and tactical IT plans related to GIS technologies and architecture, related applications, integration and interoperability with business applications, designing solutions to meet business, data and use cases.
    • Coordinates ArcGIS Hub implementation.
    • Manages AGO and Enterprise Portal.
  • Emergency Operations Support
    • Supports EOC operations as member of ESF-5 and the situational awareness unit
    • Acts as GIS EOC emergency operations manager when designated
  • Records Management and Office Support Coordination
    • Assigns staff to coordinate logistics for division supplies
    • Is responsible for legacy records management
  • Other duties as assigned


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.

PREFERRED QUALIFICATIONS:
  • Excellent communications skills and the ability to communicate complex GIS system and analytical concepts to both technical and non-technical people effectively and clearly.
  • At least 8 years providing GIS customer-oriented services to a large municipal organization.
  • At least 5 years of proven GIS project management experience and team leadership.
  • At least 3 years of managing ArcGIS Online or ArcGIS Enterprise in a multi-agency environment for a large municipality or organization.
  • Experience overseeing a team or providing guidance to a team or group implementing GIS solutions.
  • In-depth knowledge of ArcGIS Enterprise, ArcGIS Online, and core Esri software products.
  • Experience with Microsoft office suite of products.
  • Excellent organizational skills.
  • Ability to work independently with little supervision.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Work is generally sedentary and performed in a normal office environment. Ability to lift paper rolls to reload plotters/printers - roll weight is less than 50 pounds. Ability to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
