Incumbent will function as a Supervisor and Contracting Officer assigned to Agency Publishing Services DC Team.

Responsibilities

  • Procures, administers, and modifies requests for publishing products and services from Federal Agency customers.
  • Analyzes printing requests to ensure conformance with established regulations.
  • Provides technical guidance to customers regarding the procurement of printing and other information products.
  • Performs supervisory personnel management functions and a full range of supervisory duties involving leave approval, staffing decisions, staff development and performance oversight.
  • Reviews and outlines specifications from broadly described customer agency objectives and serves as authority on contracting that is critical to the mission of agency customers.
  • Responsible for the work of a cross functional team of contracting professionals. Authorizes all contracting actions prepared and proposed by the team.

Qualifications

To qualify for the Supervisory Printing Services Specialist, PG -1654-13, you must meet the following requirements:

Applicant must meet specialized experience at the next lower grade level (PG-12); Specialized experience for this grade level includes experience working in a printing and publishing environment and consulting with customers in order to develop technical contract specifications for the purchase of publishing products and services and information dissemination services. As well as experience in managing workloads and setting priorities for the successful processing of high volumes of work in order to ensure satisfaction of customer requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience obtained by the closing date of this announcement will be considered.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Public Trust clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
