This position is located in the Financial Data Governance Branch within the Financial Data & Controls Division (FDCD) in the Finance and Procurement Office of the Department of Administrative Services.

Responsibilities

The Financial Data & Controls Division is responsible for: (a) implementing a data-centric approach to managing and governing financial data within the AO and the federal Judiciary; (b) developing a data foundation that consists of, among other data management and data governance artifacts and capabilities, an enterprise data model; and (c) developing, managing, and maintaining data governance policies, processes, standards, and documentation. Duties include, but are not limited to:
  • Leading and managing the day-to-day activities of the Financial Data Governance Branch, including supervision of federal and contractual staff, and promoting a collaborative team approach;
  • Supporting the FDCD Chief with the successful establishment and maturation of a financial data governance and data management program within the federal Judiciary, both strategically and tactically;
  • Supporting the FDCD Chief with the creation and implementation of data policies, processes, standards, artifacts, and capabilities needed to successfully execute a data-centric approach to managing and using financial data;
  • Supporting the FDCD Chief with the capture and standardization of metadata within the financial enterprise data model, to include but not be limited to, business-driven data elements and definitions, valid values, business rules, internal controls, and other financial guidance and standards;
  • Supporting the FDCD Chief with the creation and implementation of other data management artifacts and capabilities, to include but not be limited to, an enterprise business glossary, data lineage, metadata management, security parameters, and data governance/data stewardship programs, as directed by the Financial Data Manager;
  • Providing subject matter expertise on existing AO national systems, applications, databases, and data; and
  • Engaging in a collaborative, communicative, and professional manner as part of a dynamic team focused on introducing and standing up a new data-centric approach to managing and using financial data within the federal Judiciary.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience implementing, maturing, and supporting the tactical components of a data management and data governance program, including but not limited to an enterprise data model, enterprise business glossary, data lineage, metadata management, and data security parameters.
