You will serve as the Senior Level Information Technology (IT) Cybersecurity Specialist (Information Security) in the Navy Authorizing Official (NAO) Directorate of the U.S. Fleet Cyber Command (FCC).

Responsibilities

  • You will serve as an executive technical and policy advisor to the Fleet Cyber Command and the Navy, analyzing, developing, advising/influencing technical groups, acquisition boards, Department of Defense (DoD) and Navy-wide cyber policy forums.
  • You will exercise Navy-wide technical authority for Authorization to Operate (ATO) determinations and decisions to maintain oversight of community risk and the DoDIN and to ensure Navy-wide compliance with statutory, Federal, and DoD requirements.
  • You will provide visualization of the status and performance of the Navy network on a global scale, influencing the development and deployment of enterprise-wide applications and services.
  • You will execute steps of the DoD Risk Management Framework (RMF) in making cybersecurity risk acceptance decisions for Navy networks and information systems to protect integrity of DoD Information Network and achieve cost-effective combat readiness.
  • You will assess program effectiveness and apply technical and functional capabilities to investigate and analyze trends, problems, and issues that may indicate the need for institutional changes in approaches and methods within the RMF.
  • You will leverage these broad insights to advance the integration of RMF concepts and processes into all aspects and elements of the NAO program mission, and support the DoD Digital Modernization Strategy.
  • You will perform strategic analyses, assess and plan DON's integration with DoD's globally interconnected, end-to-end set of capabilities and associated processes for collecting, processing, storing, disseminating, and managing information.
  • You will collaborate with DoD colleagues to advise the DoD Chief Information Officer (CIO) on how to reform cyber risk management policies and practices to be more effective, yet responsive to the needs of the warfighter.
  • You will provide technical direction, guidance and business oversight to assure it employs the RMF to prioritize critical systems and assets; identify and analyze mission risks; and tailor cybersecurity implementation to mission parameters.
  • You will establish 'battle rhythms' with representatives of Navy Echelon II and Major Commands serving in their IT portfolio management roles as cybersecurity Package Submitting Office.
  • You will coordinate with DoD/DON major stakeholders to support development and enforcement of the overarching strategy for Assessment/Authorization process and cybersecurity risk management policy implementation efforts on Navy networks and systems.
  • You will proactively participate in deliberative and crisis action planning for the broader FCC operational mission, especially in the Defensive Cyber Operations (DCO) and DoD Information Network Operations (DoDIN Ops) lines of operation.
  • You will lead critical cyber processes in support of Navy Authorizing Official operations and customer support; and ensure consistency of functions across all Navy networks and systems under the Fleet Cyber Command purview.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area '611' level 'Advanced' within 12 months of appointment.
  • Must be willing to undergo and successfully complete a Counterintelligence (CI)-scope polygraph exam with No Deception Indicated (ND) on a pre-appointment/periodic basis.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Travel requirements and temporary duty could be short notice and can account for up to 25% of NAO's time. Must obtain a U.S. Government issued passport.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.


Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Demonstrated ability to formulate cybersecurity risk management determinations based on assessment of security controls and measures in order to ensure compliance of information systems with statutory, regulatory and federal requirements.

2. Masterly-level knowledge of the Cybersecurity Risk Management Framework (RMF) and application of RMF analysis, concepts, and processes to remove/mitigate vulnerabilities and protect the integrity of networks and information systems.

3. Demonstrated ability to effectively communicate complex analytical findings through a variety of avenues including written technical assessments, presentations at senior forums, and leading and negotiating risk to mission outcomes among a diverse set of senior leader stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position is a Senior Level position in the federal government. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.
