Summary

The Department of Agriculture's Office of the General Counsel (OGC) provides legal services to all the agencies within the United States Department of Agriculture. The position is located in the Washington D.C. office. The incumbent is responsible for oversight of OGC operations and administration by ensuring improved processes, and more efficient and effective use of administrative resources.

Responsibilities

  • Provides oversight for the development and execution of a variety of fiscal management activities including budget development, financial plans, financial monitoring, contracts and allocations
  • Assists in nationwide management of field offices to ensure administration and support consistency
  • Provide oversight for personnel management activities like recruitment, personnel actions, staffing plans, coordination with other agencies, and performance evaluations
  • Provides direct supervision to the entire administration staff
  • Provides oversight for administrative procedures including space utilization, records management, and information technology

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level).

For the GS-15 level: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that demonstrates:

GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you to demonstrate 6 of the following 10 particular competencies/knowledge to successfully perform as a Director.

Specialized experience is defined as director experience such as: 1) Providing executive leadership and direction over the development of the long-range planning and evaluation systems; 2) Designing and coordinating analytical studies and alternative solutions to facilitate final decisions on long range programs, goals, and objectives; 3) Ability to anticipate major events and outline courses of actions for an effective response to a variety of events; 4) Serving as a representative in conferences with officials and agencies to explain agency policies; 5) Supervising the preparation and distribution of policy and procedures manual to keep current with laws and regulations that are updated regularly; 6) Directing the standardization of procedures and specifications to ensure consistent, effective, and efficient control, storage, and retrieval of legal documents, case and matter tracking, and other related sources of information; 7) Expert knowledge of the full range of organization and staffing functions, i.e. programming, budgeting, allocation, and documentation; 8) Superior knowledge of management and organization concepts and practices for both public and private sector policy; 9) Supervising administrative staff who work on human resources, records management, controlled correspondence, budget development and execution, financial management and space utilization; and 10) Providing leadership to a team of specialists and assigning work and projects with multiple levels of complexity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
