Summary

The Assistant Director for Office of Administration position reports to the Deputy Director for Management, and oversees the Office of Administration. The incumbent serves as the key management official responsible for the functional oversight of administrative programs of the USTP.

Responsibilities

The duties and responsibilities for a 0301 Assistant Director for Office of Administration generally include, but are not limited to, the following:
  • The incumbent provides leadership, oversight, and direction to the subordinate organizational units in the Office of Administration, including the Procurement Branch, the Facilities and Security Branch, and the Budget Branch.
  • The incumbent serves as the liaison to the USTP's shared service providers for human resources, and provides direction to EOUST and field Administrative Officers.
  • The incumbent oversees the execution of the full range of human resources authorities, including recruitment and hiring, employee benefits, payroll, etc.
  • The incumbent manages the execution of personnel and physical security programs throughout the USTP to ensure the safety and security of USTP staff and facilities.
  • The incumbent consults with managers and stakeholders on the use of budget and human capital resources.

  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.

Qualifications

To qualify for the position of Assistant Director for Office of Administration at (GS-0301-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

SPECIALIZED EXPERIENCE REQUIREMENT: To qualify at the GS-15 you must possess one-year of specialized experience equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector specialized experience is defined as experience: 1. Performing the administrative and human resources management functions relative to the staff supervised; 2. Overseeing group efforts and projects aimed at improving work processes and administrative services 3. Managing budget formulation and execution functions for operational human resources functions; 4. Resolving Informal Complaints and Grievances; AND 5. Formulating program goals, plans, policies, procedures, and work plans dealing with development and operation.
