As a IT Specialist (Lead Developer/INFOSEC) at the GS-2210-14, you will be part of OFF OF INFO TECHNOLOGY, Equal Employment Opportunity Commission. The incumbent will be responsible for serving as an Application Development/Security Team Lead.

Responsibilities

  • Serves as a technical lead in the development and implementation of web-based enterprise systems in support of the mission functions of the Agency.
  • Keeps abreast of trends and issues pertaining to initiatives and requirements such as Open Government, Section 508 Accessible standards, FISMA, NIST Special Publications, OMB requirements, and Open Web Application Security Project (OWASP).
  • Leads enterprise agile scrum teams and serves as Scrum Master.
  • Identifies needed changes in the portfolio of EEOC enterprise applications to improve security and performance.
  • Develops standards and best practices for designing, securing, publishing, documenting, analyzing, and managing application programming interfaces (APIs), including representational state transfer (RESTful) APIs.
  • Establishes key guidelines on coding and development practices to reduce application vulnerabilities and ensure system confidentiality, integrity and availability.
  • Provides advice and guidance to senior management officials to keep the Commission in compliance with initiatives/mandates.

Qualifications

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • For the GS-14: You must have one year of specialized experience equivalent to the GS-13 level in federal service. Specialized experience includes developing, packaging, and deploying Angular applications in a cloud environment, ensuring the incorporation of appropriate application security controls. This includes subject matter expertise in Angular (6 or higher) and demonstrated experience in Agile methodologies, including leading a team as a Scrum Master.
