Summary

The incumbent serves as the Senior Advisor to the Assistant Administrator for Human Resource Management (AHR-1). A recognized subject matter expert (SME) in a specialized area, provides leadership for highly complex activities under the minimal direction of a manager or executive. The incumbent acts as a change agent, providing advice and counsel, and supporting the effective development and implementation of comprehensive plans and strategies for FAA-level programs and initiatives.

Responsibilities

Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole. Typical assignments may include: assuming lead role in planning, organizing and implementing major, substantive human resources projects and initiatives involving key stakeholders in the aviation and aerospace industry; initiating and supporting ongoing collaboration with critical stakeholders within the FAA and aviation industry. The incumbent applies a thorough understanding of the principles of program management and strategic planning in integrate the work of multiple organizational units/projects/programs to accomplish AHR short and long-term objectives.

Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Acts as a liaison of the Assistant Administrator for Human Resource Management and Deputy Assistant Administrator for Human Resource Management on strategic projects that AHR leads or collaborates. Maintains channels of communication with key FAA, Department of Transportation and other government agency stakeholders in support of ongoing and new initiatives. Conducts organizational reviews independently to identify strengths and weaknesses and to evaluate effectiveness.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA polices, Government-wide rules and regulations, and external concerns.

Makes recommendations based on emerging industry trends and internal business process changes. Manages, coordinates and provides technical program management support and advice for multiple projects, programs and initiatives. Facilitates cross-organizational team efforts to develop plans to further Agency and Department strategies and serves as a representatives of AHR interests and an advocates of the FAA workforce. Clearly communicates objectives and deadlines, and apprises leadership of status of assigned projects.

Provide expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Applies effective communication skills, in various formats to draft reports, briefings and recommendations to a variety of audiences and for a variety of purposes. Summarizes findings and conclusions, with supporting materials including proposals, position papers, testimony, briefing papers, talking points, briefing decks, reports and correspondence, working in conjunction and AHR Strategic Communications as needed.

Coordinates with AHR Chief of Staff and Technical Advisor on operational plans, projects and initiatives as needed. In collaboration, maintains lines of sight on all AHR programs, projects and initiatives to ensure awareness and ability to represent AHR effectively to customers and stakeholders.

Establishes and/or utilizes control procedures to maintain status of assigned actions to ensure that deadlines are met; independently reviews correspondence/documents/briefings for grammar, punctuation, format and content before submitting for executive level signature. Maintains and monitors suspense system for the organization, obtaining extensions when necessary.

Supports and implements the utilization of automation to improve the efficiency of administrative support or program operations. Researches and investigates new or improved business and management practices for application to agency programs or operations.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:
  • Experience effectively executing change management projects and programs supporting aviation or aerospace initiatives; AND
  • Developing forward-looking projections and predictive analytics to support workforce and business strategies; AND
  • Providing formal consultation, advisory or analytical support service to senior leadership/managers statekholders to deliver information and insights to make workforce decisions; AND
  • Drafting communications and briefing tools.
