Summary

This position is located in the Office of Nuclear Reactor Regulation (NRR), Division of Operating Reactor Licensing (DORL), Plant Licensing Branch 1 (LPL1). The supervisor is James Danna. This position is in the Bargaining Unit. Selectee is not subject to Office of Government Ethics Confidential Financial Disclosure reporting requirements. Responsibilities

The selectee will provide a broad range of administrative support and licensing assistance to the Plant Licensing Branch Chief and other staff in accomplishing the various operating reactor licensing and administrative tasks for which the Branch is responsible. At the full performance level (i.e., GG-11), the selectee may:

Review licensing actions and assigned activities to ensure nontechnical safety and environmental data submitted by applicants/licensees are present and conform to applicable NRC regulations and guides.

Review licensing actions, assigned correspondence, memoranda, controlled correspondence, director's decisions (under Title 10 of the Code of Federal Regulations (10 CFR), Section 2.206), and allegation responses and documents to ensure compliance with applicable editorial and correspondence standards. Process preliminary environmental assessments and complete noticing actions to allow issuance of licensing actions within scheduled deadlines. Maintain records of branch licensing actions, correspondence, communications, and the plant-specific Listserv distribution. Maintain any databases/tracking systems necessary for the branch. Occasionally originate correspondence to licensees and to Federal, State, or local officials.

Evaluate license and/or Technical Specifications (TS) changes against (1) existing license and/or TSs (authority file), (2) amendment requests, and (3) proposed changes to identify revisions and potential inconsistencies. Discuss revisions/issues of pages being revised with the project manager and/or licensee contact. Provide independent quality assurance check.

Review revisions to the Commission's rules, regulations, and procedures to determine impacts on the licensing process and to develop administrative methods of implementing new requirements.

Assist in preparing license amendments, orders modifying licenses, license renewals, and indemnity agreements and process them to completion. Assist project managers in reviewing and editing input submitted by technical reviewers. Occasionally originate notices for publication in the Federal Register of proposed licensing actions that may involve a No Significant Hazards Consideration and review Federal Register notices and letters to applicants and licensees.

Assist PMs in the preparation and execution of public meetings. Attend public meetings, hearings, and NRC Commission briefings as necessary to provide administrative assistance.

Occasionally participate in conference calls with licensees to explain the administrative aspects of the licensing process.

Serve as a mentor to less experienced licensing assistants to share accurate and concise knowledge on critical skills and provide training.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE REQUIREMENTS:

GG-8: Specialized experience which demonstrates the knowledge, skills, and abilities to perform a wide range of administrative duties such as: Skill in operating computer equipment sufficient to prepare correspondence, memoranda, presentations, and reports in final form. Ability to organize the flow of administrative work, to maintain and organize an adequate filing system, and to locate and assemble material for reports and meetings. Ability to handle multiple, time sensitive tasks. Knowledge of format and clerical procedures in order to proofread documents and arrange a variety of materials from different sources in an organized, workable manner. Familiarity with administrative policies and procedures to properly prepare correspondence, respond to inquiries of a routine and non-routine nature, record minutes of meetings and conferences, and respond to phone calls and inquiries.

GG-9: Specialized experience initiating, coordinating, monitoring, reviewing, or processing into final action licensing actions, Technical Specifications, or other similarly complex documents and communications. This work was performed under close or general supervision. New and unusually difficult and complex assignments are referred to the supervisor or other Subject Matter Experts (SMEs) for guidance.

GG-10: Specialized experience initiating, coordinating, monitoring, reviewing, and/or processing into final action licensing actions, Technical Specifications, or other related documents and communications ensuring compliance with non-technical administrative aspects of NRC rules, regulations, and procedures applicable to the licensing process. This work was performed under moderate supervision.
