Responsibilities

Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

This position reports directly to the Vice-President Controller Division, Office of the Chief Financial Officer (OCFO), Export-Import Bank of the United States (EXIM). The incumbent serves as the only expert senior financial systems accountant for EXIM Bank. The incumbent, together with the Controller, oversees operations of all automated financial management applications within the Office of the CFO.

This position requires a highly skilled and experienced technical systems accountant expert. It also requires managerial skills in support of EXIM's OCFO in achieving its financial systems program, key to the Agency's success.

The Systems Accountant serves as a principal advisor to OCFO senior management on financial accounting systems operations, and associated risk issues, internal controls, and other strategic matters that ensures success. This position develops and implements ongoing current and out-year strategies for financial accounting systems and operations within EXIM and makes in-person high-level presentations and written documents justifying recommendations for consideration by key EXIM officials.

At the full performance level, duties include, but are not limited to:
  • Advises on proposed system modifications or interfaces and ensures that EXIM remains in compliance with appropriate Federal laws and regulations while still achieving its mission
  • Provides expert advice in specialized area of system accounting, developing related policies and financial program goals.
  • Ensures that financial systems support satisfaction of relevant legislative, General Accounting Office (GAO), U.S. Treasury Department, and Office of Management and Budget (OMB), Federal Accounting Standards Advisory Board (FASAB) and Financial Accounting Standards Board (FASB) requirements. Monitors U.S. Treasury, OMB, and FASAB guidance for changes in accounting and/or reporting requirements that may result in new system development and or modifications that do not already exists.
  • Conducts regular performance evaluation/assessments ensuring that all finance and accounting functions remain accurate and efficient. Responds to OIG or audit reviews dealing with financial accounting systems and related internal controls concerns.
  • Manages OFCO's financial accounting systems and their interfaces involving functional accounting, budgeting, financial reporting, development, maintenance, and portfolio perspectives.
  • Conducts and coordinates long range and comprehensive systems studies for the design, redesign, changes/modifications, and implementation of automated accounting systems. Defines the nature and scope of activities to be covered by EXIM integrated Financial Management System (FMSNG) and coordinating activities with multiple system support teams as well as other EXIM staff.
  • Plans, designs, revises, implements and maintains entire systems or major portions of complex financial accounting systems within the Office of the Chief Financial Officer. Coordinates, as necessary, with Office of Information Management and Technology for the integration of other internal and external systems that affect EXIM's financial operations.
  • Provides expert and senior level management analysis of the applicability of new accounting and/or reporting requirements promulgated by accounting guidance and established hierarchy.
  • Provides expert advice to financial and program managers and other accountants on unusual and difficult accounting systems and/or operations problems.
  • Directs and provides technical and functional expertise to a team of accountants and financial systems specialists who are involved in the design, development, testing and eventual deployment of the finance and accounting aspects of various systems.
  • Develops procedural manuals, methods, and directives for use by the accounting staff and management.
  • Creates and analyzes audit reports, management reports, and other system indicators to develop areas of future system redesign.
  • Incumbent is responsible for developing and overseeing new system installations, user training, and the continual modification and upgrading of existing system(s); determining the priority of requested modifications; managing computer software and programming support with EXIM various Divisions and contractors.
  • Represents EXIM in government-wide working groups, and initiatives with FASAB, OMB, GAO, Treasury to develop cutting edge and unique solutions to government-wide problems and efforts.

Qualifications

Basic Requirements:

A. A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements In addition to the Basic Requirements noted above, applicants

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government. Specialized experience includes:
  • Experience in creating, reviewing, maintaining, and enhancing subledger accounting (SLAs) rules and performing configuration and maintenance support of General Ledger and sub-ledger (Accounts Payable, Accounts Receivable, Budget Execution, Purchasing, etc.).
  • Experience in performing reconciliations within and across subledgers and with General Ledger as well as between Oracle E-Business Suite and other systems that interface to it ensure data is accurate and systems remain in sync.
  • Experience in setting up, reviewing, and maintaining Standard General Ledger and Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS) and Data Act reporting.
  • Experience in designing, implementing, and testing new processes in support of more efficient operations, improved internal controls and accurate accounting events/transactions including managing system configurations and managing system operations and maintenance technical support (provided by contractors) in support of such activities
Education cannot be substituted for experience at the GS-15 grade level.
