The Office of the Associate Under Secretary for Environment, Health, Safety, and Security (AU) provides corporate leadership and strategic approaches for protecting DOE's workers, the public, the environment and national security assets.

Responsibilities

As the Director, Office of Health and Safety , you will:
  • Be responsible for overseeing the full range of operational functions to establish worker safety and health (S&H) requirements and expectations for the Department's worker safety and health program rule to ensure protection of workers from the hazards associated with Department operations
  • Directs organizational activities and frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Incumbent sets all internal control standards for effectiveness, efficiency, and productivity and assesses all organizational policy, program, and project viability.
  • Assures that the Office implements an integrated approach to customer and stakeholder needs in the development and maintenance of worker safety and health policy and assisting Headquarters and field elements in implementation and resolving cross cutting issues. Maintains effective liaison with line managers and other offices within the Office of Health, Environment, Safety and Security and external organizations to identify issues and concerns related to worker safety and health policy.
  • Serves as an expert advisor to top-level AU and DOE management on a wide variety of engineering and scientific issues, especially in the area of chemical and environmental engineering. Provides a sound technical presence at the management level of the Associate Under Secretary for Environment, Health, Safety, and Security, AU.

  • CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.
  • Homeland Security Presidential Directive (HSPD-12). A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
  • PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
  • SECURITY CLEARANCE: You must be able to obtain and maintain a DOE-Q/Top Secret level security clearance.
  • DRUG TESTING POSITION: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.
  • MOBILITY: It is anticipated that the incumbent will serve in the position for no more than four years before rotating to another executive position within the Program Office based on mission needs.


Qualifications

Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please give a complete and detailed answer for each mandatory qualification. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Do not enter "Refer to Resume" to explain your answer. Applications directing the reviewer to search within the application or to "See Resume" are considered incomplete and WILL NOT BE CONSIDERED. Failure to submit a narrative statement or address all of the mandatory ECQs and/or MTQs, (if required) is also considered incomplete and WILL NOT BE CONSIDERED. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs but must address all MTQs. If you are a non-SES employee or Non-Career SES employee, you must address each ECQ and MTQ. Failure to do so will result in disqualification of your application. Your application must demonstrate that you possess these qualifications. Please provide examples that are clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.
Executive Core Qualifications (ECQs):
Additional information regarding the following five ECQ's listed below is available on the Office of Personnel Management (OPM's) Web site at SENIOR Executive SERVICE

You must submit a written narrative addressing each ECQ generally not to exceed two (2) pages per ECQ for a total of no more than 10 pages. Any information in excess of ten (10) pages WILL NOT be considered. Also, adhere to the following OPM guidelines:
  • 1 inch margins,
  • 12pt font minimum and
  • It is recommended to present each ECQ within 2 pages with no less than 2 examples.
  • Try to limit introductory summaries to 2 paragraphs (it counts towards 10 page narrative limit).
  • Lastly, ensure your examples quantify your experience (numbers, percentages, and timelines), use measurable results when possible and focus on substance of story.

Applicants are encouraged to follow the Challenge, Context, Action and Results (C-C-A-R) model when preparing written ECQs narratives.

Challenge: Describe a specific problem or goal.
Context: Describe the individuals and groups you worked with, and/or environment in which you worked to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
Action: Discuss the specific actions you took to address a challenge.
Result: Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.

ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQs): A supplemental narrative must be submitted separately addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
  • MTQ 1: Experience in effectively directing and administering worker safety and health requirements and expectations for a worker safety and health program to ensure protection of workers.
  • MTQ 2: Experience in effectively directing and administering domestic and international health studies to determine worker and public health effects from exposure to hazardous materials associated with agency/corporate operations.
  • MTQ 3: Experience in analyzing complex health and safety concerns and providing recommendations for corrective actions to senior leadership.
