The Architect of the Capitol (AOC), Project Management Division is seeking an exceptional General Engineer or Architect (Project Management) for managing major constructions projects having agency-wide impact. The selectee will provide overall project management direction ranging from conceptual design through commissioning.

Responsibilities

This position is being advertised as an interdisciplinary Architect/Engineer position which means you may be placed into an Architect position or an Engineer position based on your educational background and/or qualifications. Please refer to the "Qualifications" section of this announcement for additional information.

MAJOR DUTIES:

-- Provides overall project management direction ranging from conceptual design through commissioning with responsibility to provide professional expertise, coordination, direction and oversight of various design and construction activities and direction and oversight of project managers responsible for similar related projects.

-- Directs and manages significant projects on the Capitol Complex and related facilities. Accomplishes varied and complex project management duties in participation with project teams and makes decisions affecting areas of responsibility that are controversial and precedent setting. Directs a broad range of inter-disciplinary development and design activities.

-- Maintains current information on status of all scheduling issues for design and construction projects to identify actual or potential problem areas, trends, deficiency situations, areas of imbalance or similar factors that could impact the effective management control of these initiatives.

-- Develops methods to track and measure program accomplishments, results and effectiveness. Analytical assignments involve efforts to develop and implement broad changes.

-- Serves as Contracting Officer's Technical Representative (COTR), guiding and evaluating contractor efforts and assessing technical progress in relation to the established schedules and resources allotted.

-- Provides leadership and/or participates on joint program or project development teams that represent private, public and government interests. Serves as spokesperson for the AOC during major programmatic reviews and ensures that the team functions in a cooperative manner.

-- Assisting with the management of the overall budget and approving estimates and funding requirements to assure availability of adequate resources consistent with project objectives; Assisting with the management of the utilization of resources, justifies plans and controls receipt and issuance of project authority and funds.

-- Assures quality on construction projects that include complex engineering and security systems as well as maintaining the historic fabric of nations most prized buildings.

-- If Applicable: Serve as Key advisor to Capitol Project Administrator.

***This position is temporary in nature and is not to exceed 5 years. This is strictly a temporary appointment where there is no permanent need or permanent funding available for the work involved. This position is subject to the project needs of the Agency. Therefore, the appointment could be terminated at any time due to shortage of work or shortage of funds without any advance notice. If project work continues however, it could be extended beyond the 5-year time frame at the sole discretion of the Agency. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.

Specialized experience for this position must demonstrate the following:
  • Serving as the technical business manager of major projects, from the preliminary planning stage through the design and construction phases.
  • Performing project management and monitoring for new construction, renovations, and improvements to facilities.
  • Performing pre-award, post-award, and post-contract activities.
  • Coordinating and overseeing assigned project work elements in the project contract.
  • Preparing and managing project budgets and schedules.

    For Engineers:


    This position requires a Bachelor's Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum

    OR

    A bachelor's degree from an accredited college or university in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.

    For Architects:


    This position requires a Bachelor's Degree from an accredited college or university in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

    OR

    Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
  • Related Curriculum: Degree in architectural engineering may be accepted.
  • Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

  • Special Instructions for Foreign Education:

    Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

    Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

    You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
