Summary

This vacancy is for a Survey Statistician position in the Methodology and Software Development Branch located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

This Job Opportunity Announcement may be used to fill other Survey Statistician, GG-1530-7/9 FPL 12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Responsibilities

  • Communicate with supervisor and employees throughout the organization performing work for the assigned programs and projects.
  • Help develop statistical methodologies and software tools for use in developing countries.
  • Provide training and technical assistance to developing countries on statistical capacity building projects.
  • Conduct workshops in developing countries to help build capacity in using statistical methodologies and software tools.

This is a Term Appointment, initial appointment is not to exceed (NTE) 2 years. This appointment may be extended 2 additional years at management's discretion.

A trial period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON BARGAINING unit position.

Relocation expenses will not be paid.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Minimum Education Requirement:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

AND

Specialized Experience:

For the GG-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Communicating in-person and in writing to diverse audiences, including co-workers, and internal/external customers; reviewing and analyzing data using statistical techniques and statistical software such as SAS and/or Excel; questionnaire design, instrument development and testing for automated and/web data collection instruments with guidance and supervision; writing procedures, documentation, and/or training guides for data collection practices; conducting/participating in a project from start to finish, setting priorities, and maintaining schedules.

OR

Education: One year of graduate-level education or superior academic achievement.

For the GG-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: Communicating in-person and in writing to diverse audiences, including co-workers, and internal/external customers; reviewing and analyzing data using statistical techniques and statistical software such as SAS and/or Excel; questionnaire design, instrument development and testing for automated and/web data collection instruments with guidance and supervision; writing procedures, documentation, and/or training guides for data collection practices; conducting/participating in a project from start to finish, setting priorities, and maintaining schedules; identifying and solving problems; working in teams and completing projects on time.

Education: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
